Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this procurement is BBGCON5603S5360 and this solicitation is issued as a request for proposal (RFP). (iii) This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-012. (iv) The Contracting Officer has found and determined that the nature of the supplies to be provided is appropriate for an "unrestricted" procurement. (v) Line Item 1, Content Management System: CMS application software and licenses that will work with two (2) load balanced public servers, one (1) staging or authoring server, and one (1) development server. In addition, the CMS shall permit a minimum of 300 simultaneous IBB contributors to publish and manage web content. Quantity: 1 Ea. Line Item 2, Subscription fees for upgrades: The Contractor shall provide costs for yearly subscription of code upgrade fees for each server. (Priced per server.) Quantity: 3 Ea. Line Item 3, CMS Administration Manual: The contractor shall deliver documentation in both hard copy and on electronic media. Quantity: 3 Ea. Line Item 4, User manual and documentation: The contractor shall deliver documentation in both hard copy and on electronic media. Quantity: 10 Ea. (vi) SUMMARY The International Broadcasting Bureau (IBB) seeks to purchase a ColdFusion Content Management System (CMS Application or CMS) that runs on a ColdFusion and Windows 2000 server. The CMS will manage multimedia content for IBB's Internet web sites: including, but not limited to: www.voanews.com, www.ibb.gov, www.bbg.gov, www.voa.gov and www.radiosawa.com. The CMS shall run on IBB's current server configuration (Windows 2000, ColdFusion 5.0 and Microsoft SQL 2000). The CMS shall be easy to install, and not require extensive user (content creator) training. This Statement of Work (SOW) outlines the requirements for this application. BACKGROUND Under the supervision of the Broadcasting Board of Governors (BBG), the International Broadcasting Bureau (IBB) provides the administrative and engineering support for U.S. government-funded non-military international broadcast services. Broadcast elements include the Voice of America (VOA), Radio Sawa, Radio and TV Mart? (Office of Cuba Broadcasting), and WORLDNET Television and Film Service. The broadcast elements produce and transmit over 1,000 hours of news, informational, educational, and cultural programs every week to an audience of some 94 million worldwide. VOA programs are produced and broadcast in 53 languages via radio, television, and the Internet. The CMS will publish and manage the multimedia content produced by these elements, and will be administered by IBB's Office of Internet Services (OIS). Multimedia content shall consist of the following file types, but not exclusive to: text articles (HTML and PDF), audio files (RAM, RA MP3, WAV), video files (ASX, MPG, WMV) and static images (GIF and JPG). CONTENT MANAGEMENT SYSTEM REQUIREMENTS MANDATORY TECHNICAL REQUIREMENTS 1. The CMS application shall be built on Macromedia's ColdFusion language and require the use of Macromedia's ColdFusion server V5.0 or higher. 2. The CMS application shall be a commercial item that can be purchased "off-the-shelf". 3. The CMS shall work in a Microsoft Windows 2000 server environment with Microsoft SQL Server 2000. The CMS shall also work with all platforms on which ColdFusion can be deployed (i.e. Solaris, Linux, WebSphere). 4. The CMS shall support the use of a clustered server environment. 5. The CMS shall have the ability to be extended through the development of custom ColdFusion modules developed by IBB or IBB contractors. 6. The CMS shall provide access to and information on ColdFusion variables used such as Request, Application and Session variables. 7. The Web pages generated by the CMS shall provide simple, addressable URLs i.e. URLs that do not contain complex object identifiers. 8. The CMS shall integrate with the Verity search engine. 9. The CMS shall provide a caching method such that content that has not been changed is pulled from the cache and content that has been recently changed is pulled from the content source. 10. The CMS shall function in both a single server with a single database environment, and in a staging server with multiple production server environments. In the multi-server environment, the CMS shall automatically manage content synchronization between the staging and production servers. In the multi-server environment, the CMS shall allow content modification on the staging server only and prevent user content modifications on the production servers. In the single server environment, the CMS shall control access and modification abilities to various sites and sub sites based on user roles and permissions. MANDATORY FEATURES 11. The CMS shall be capable of managing and creating different websites as unique URLs and/or as sub-sites under a parent site. 12. The CMS shall use a browser-based interface for both authoring and administration. 13. The CMS shall contain a library of built-in page layout templates. In addition, the CMS shall have the ability for IBB staff to create and administer additional templates as needed. 14. The CMS shall provide a means of managing and controlling the use of different Cascading Style Sheets (CSS) for multiple sites and sub-sections of sites. 15. The CMS shall provide multiple (more than 2) levels of content approval and of security levels. 16. The CMS shall allow for administrators and users to set content expiration parameters. 17. The CMS shall provide a built-in WYSIWYG editor. It shall also have the ability to control the features of the editor based on user role or security. The editor shall be capable of handling any UTF-8 font. IBB's CMS news contributors shall be able to post content in a variety of languages including, but not limited to: English, Arabic, Persian, Mandarin, French, Spanish, Greek, Czech, Russian, Serbian, Turkish, Hungarian, Ukrainian, Thai, Korean, Hindi, Estonian, Slovak, Macedonian (Cyrillic). Some of these languages read right-to-left and the WYSIWYG editor shall be able to handle content that reads right-to-left or left-to-right. Administrators shall have the ability to allow or prevent the use of HTML within content. 18. The CMS shall include the ability to export static HTML pages for proxy or mirror sites. 19. The CMS shall have the ability to provide text only and "printer friendly" versions of Web pages. 20. The CMS shall be able to generate a dynamic site map. 21. The CMS shall be Section 508 compliant and shall enforce compliance among content contributors. MANDATORY USABILITY REQUIREMENTS 22. Content contributors shall have the ability to add tables to their site or inside an article. The tables shall have the ability to display text in language or images, GIF or JPEG files, as part of its content. 23. The CMS shall use a WYSIWYG editing model that allows users to create and modify content directly on a page or copy of a page. The CMS shall require no technical knowledge of HTML coding on the part of content contributors. 24. The CMS shall provide a way to preview new or modified content prior to publishing on an active site. 25. The CMS shall provide a way to manage assets (images and multimedia files) for individual web sites and globally. The CMS shall allow assets to have an expiration date, e.g. some photos used may be from outside image sources and will have a limited use life. The CMS shall provide a way to generate photo credits. IBB uses Associated Press for news images and is required to place an AP credit with all images when applicable. 26. The CMS shall provide a way for users to control placement of images on a page so that the pictures can be placed near the appropriate text. Users shall be able to associate caption fields with images in multiple languages. 27. The CMS shall provide a way to assign appropriate customized metadata for keyword searches and search engines at the page and article level. 28. The CMS shall provide a way to assign different languages, e.g. font sets or language encoding variables, to different sites or sub sites. 29. CMS shall be able to export or "syndicate" targeted content via XML. 30. The CMS shall adhere to current privacy policies established for Federal Web sites as required by the Privacy Act, 5 U.S.C. 552a, and OMB Circular No. A-130, "Management of Federal Information Resources," 61 Fed. Reg. 6428 (Feb.20, 1996) as described in OMB document M-99-18 which is posted at http://www.whitehouse.gov/omb/memoranda/m99-18.HTML (vii) Dates and place of delivery is two weeks after contract award to Broadcasting Board of Governors, International Broadcasting Bureau, Office of Internet Development, 330 Independence Ave., SW, Washington, DC 20237, Attn: Mr. Peter Vaselopulos. Acceptance is FOB Destination. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, is hereby incorporated by reference. The evaluation factors, in relative order of importance are: (i) technical; (ii) price, and (iii) past performance where technical is significantly more important than price and past performance is significantly less important than price. The Offeror shall provide at least three current references for similar work to help the government in its evaluation of past performance. In addition to meeting the mandatory requirements of the Statement of Work, the proposed CMS must meet the following three (3) Mandatory criteria: 1. CMS application is a widely established product and has an existing client base. Offeror must provide a client list of active sites. 2. Offeror has a formal training program that is also available through 3rd party consultants, and provides a list of all 3rd party consultants. 3. Multiple 3rd party Vendors are familiar with the CMS application and provide consulting services. Proposals that meet the three (3) mandatory requirements, above will be evaluated on the following five (5) technical sub-factors: I. System Architecture (15 points) CMS functions in both a single server with a single database environment, and in a staging server with multiple production server environments. In the multi-server environment, CMS automatically manages content synchronization between the staging and production servers. In the multi-server environment, CMS allows content modification on the staging server only and prevents user content modifications on the production server. In the single server environment, the CMS controls access and modification abilities to various sites and sub-sites based on user roles and permissions. II. CMS Administration (25 points) CMS provides administrators with an easy and intuitive method to manage content user permissions to access or create templates, pages and website elements. CMS also offers administrators the ability to manage website security, providing multi-level authorization to unique content users. III. Content Creation Process (35 points) CMS provides an intuitive and easy to learn content creation workflow and a multi-level approval process. The CMS application workflow can easily be modified to accommodate the special needs of a newsroom environment. CMS Interface is intuitive, easy to use and requires minimum training. CMS authoring and publishing process uses a WYSIWYG editing model that allows users to create and modify content directly on a page or copy of a page. Content contributors have the ability to add tables and other elements to their site or inside an article. IV. Digital Asset Management (10 points) CMS provides a robust method to manage assets (images and multimedia files) for individual web sites and globally. The CMS allows assets to have an expiration date, e.g. some photos used may be from outside image sources and will have a limited use life, and provides a way to generate photo credits in multiple languages. The CMS also provides a way for users to control placement of images on a page so that the pictures can be placed near the appropriate text and that users are able to associate caption fields with images. V. Globalization (15 points) CMS is capable of handling any UTF-8 font. IBB's CMS news contributors will be able to post content in a variety of languages. The WYSIWYG editor shall be able to handle content that reads right-to-left or left-to-right. CMS provides a way to assign different languages, e.g. charsets or language encoding variables, to different sites or sub-sites. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (xiii) The following clause is incorporated by reference: Rights in Data-Special Works (June 1987) The following Provision is included in this solicitation: 52.216-1 -- Type of Contract (Apr 1984) The Government contemplates award of a Firm-Fixed-Price contract resulting from this solicitation. (End of Provision) The following are five (5) additional instructions to Offerors: 1. The CMS Offeror shall provide 1 copy of the User and Administrator manuals. These manuals will not be returned and will not count towards the manual requirements in line items 3 and 4. 2. The Offeror shall provide an installation CD of their CMS and any appropriate installation instructions with its proposal. 3. Offeror provides a list of potential 3rd party consultants. 4. Written questions (via e-mail) will be accepted regarding this RFQ through COB, March 3, 2003. Oral questions will not be accepted. 5. Proposals that do not conform to the instructions in this RFP document may be rejected with out further consideration. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this procurement. (xv) No numbered notes apply to this procurement (xvi) The offerors shall provide two separately bound proposals: 1) price, and 2) non-price (technical capability, past performance). Three copies of the non-price proposal are required.
