- Description
- Contractor will do the creative and production work necessary to produce a multimedia PowerPoint CD-ROM presentation containing video clips and demonstrating to resource specialists the proper techniques for identifying bankfull stage in streams within the Northeastern United States. The Forest Service will provide the technical content and identify field sites in the Lake States, Ohio-Mid Atlantic, and the Northeast to be video taped for the production. Videotaping of the field sites will take place during the spring and summer of 2003 and will probably involve three 7-day trips: one trip to Minnesota/Wisconsin (Lake States Loop), a second trip to Pennsylvania/Ohio/Maryland/West Virginia/New York (Ohio-Mid Atlantic Loop), and a third trip to Pennsylvania/Vermont/New Hampshire/Maine (Northeast Loop). The first trip is scheduled for April 27, 2003. The completed multimedia CD production should take about 30 minutes to view and will contain about 15-25 minutes of video clips in addition to the PowerPoint content. The targeted date for completion is December 1, 2003. In addition to filming at the field sites, the CD will: Demonstrate bankfull identification for the full range of stream types found in the Lake States and the NE; Include an explanation of bankfull formation processes; Explain application and uses of bankfull stage information; Include a section on bankfull identification in non-floodplain sites (boulder and coarse channels); Demonstrate how stream types change in a watershed (large to small streams); Contrast streams at low and high flow (side by side video/photos); Show examples of regional curves for the Lake States and the NE; Describe and demonstrate effects of land use on bankfull features (forested/agricultural/disturbed systems); Contain a photo or video catalogue of surveyed streams showing bankfull stage for a variety of Rosgen stream types; and Contain other information the producer and Technical Expert deem appropriate. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority FAR 6.302. Interested persons may identify their interest and capability to respond to the requirment or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received wihtin forty-five days (thirty days if award is issued under and existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responsiveness to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
