- AGENCY MISSION: The Mission of the Mine Safety and Health Administration (MSHA) is to administer the provisions of the Federal Mine Safety and Health Act of 1977 (Mine Act) and to enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards; and to promote improved safety and health conditions in the nation's mines. MSHA carries out the mandates of the Mine Act at all mining and mineral processing operations in the United States, regardless of size, number of employees, commodity mined, or method of extraction. PROJECT BACKGROUND: The Mine Safety and Health Administration (MSHA) is requesting information on companies that can quickly respond to a request for quotes (RFQ), or solicitation, for a firm one-year support contract with options for an additional two years, in support of the MSHA Honeywell computer system. The mandatory services needed by MSHA include the following: 1) Processing, maintenance, and support services for proprietary mainframe applications running on a Bull/Honeywell DPS9000/55 dual processor platform, running the GCOS 8 operating system, or identically comparable environment. This must be coupled with an NCR Teradata 4851 relational database server, running the Teradata Operating System 2.4.1 (TOS) within the Unix environment, or identically comparable environment. The Bull/Honeywell facility must include a cartridge tape storage system, and a minium of 30 gig of DASD storage, print servers and FTP servers. 2) The following software packages and tools on the Bull platform: COBOL 74 and 85 compilers, TP8, FTP, InfoEdge/Interel (CLI for Teradata access), IDS II, LOUIS querry tool, and mainframe IP print capability. 3) 24x7 operational support, and normal business week support for software, TP8, Teradata administration, and production control. 4) An in place, tested, proven failover capability and continuity of operations plan that will meet Federal IT security requirements. These Facilities must be either currently in place on an established contract, or available and completely tested for MSHA to utilize no later than March 31, 2003. A 30-day test window will be requested, once a contract has been awarded, upon which the final determination of suitability and compatibility will be based. MSHA is not requesting proposals at this time. The Contracting Officer wants electronic copies of GWAC, Federal Supply Schedule, or other government contracts sent with all responces.
