- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number F05611-03-Q-0303, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The North American Industrial Classification System (NAICS) number is 326199 and the business size standard is 500 Employees. This acquisition is set-aside 100% for Small Business. LINE ITEM 0001: Hanger, Coat, Mens and Womens, constructed of unbreakable plastic, hanger has trouser bar and metal swivel hook. Dimensions: Horizontal Trouser bar is 16? long. Each side of angled top bar is 10?. These hangers must support the cadet issue overcoat, therefore a strong heavy duty finished product is required. Color: Brown or Blue. Quantity: 18,804 each. LINE ITEM 0002: Hanger, Skirt, Womens, constructed of unbreakable plastic. Hanger has a metal or plastic swivel hook, two metal or plastic grips provided on the horizontal bar. The top bar is notched for lingerie straps, etc. Dimensions: Horizontal bar is 16? long. Each side of angle top bar is 9?. A strong finished product is required. Color: Brown or Blue. Quantity: 1,500 each. Packaging requirements: There are two different packaging/box requirements: The first is 6 skirt hangers and 12 coat hangers packaged per box for a total of 250 boxes. The second is 18 coat hangers packaged per box for a total of 878 boxes. Delivery requirement: The FOB for this RFQ is Destination. Quotations received with other than FOB Destination pricing will not be considered. The required delivery date is NLT 30 May 2003. The ship to address is: Cadet Store Officer, Bldg 2351, Mitchell Hall Annex, POC: Ed Richardson (719)333-3017, USAF Academy, CO 80840. The Government will award a contract resulting from this solicitation to the technically acceptable offeror with the lowest evaluated price, which meets or exceeds the requirements. FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition and addenda to paragraph (a) OFFERORS SHALL SUBMIT THEIR QUOTE ON LETTERHEAD STATIONERY AND FOLLOW THE GUIDELINES IN THIS CLAUSE. The offeror shall provide a COMPLETED COPY of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items. The provisions at 52.212-2, Evaluation?Commercial Items, applies to this acquisition. The following clauses apply to this acquisition: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with (b), 11, 12, 13, 14, 15, 16, 21, 23, and 24. DFARS 252.212-7001, Contract terms and Conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (JUL 2002) applies to this acquisition. Additional DFARS clauses cited in the clause applicable to this acquisition are: 252.225-7001. The following addenda applies to this acquisition: 252.204-7004, Required Central Contractor Registration ( Nov 2001) and 252.225-7000, Buy American Act-Balance of Payments Program Certificate (Sep 1999).
