Description
This is a combined synopsis-/-solicitation for a commercial item (service) prepared in accordance with the Federal Acquisition Regulation (FAR) part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation is a Request for Quotations and the number is RFQ-URB-2003-001-. Vendor due date response is 3/7/2003. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This solicitation is issued on an unrestricted basis. Price quote must be valid for minimum of 60 days from due date. See Work Statement w/delivery schedule and Contract Specifications: Work Statement Contractor's principle deliverables include: 1) normalized wood chemistry data set for the loblolly pine association mapping populations (by 6/1/03); 2) research proposal/study plan and infrastructure for conduction fall and spring cold hardiness assessments on Douglas-fir QTL verification populations (by 7/1/03); 3) research proposal/study plan for the creation of Douglas-fir association population, with proposed infrastructure and budget (by 8/1/03); 4) development of a model/plan for securing funding for the Dendrome Database and Genetic Stock Center (by 9/1/03); 5) if time permits, prepare draft manuscript on growth and form QTL in Douglas-fir discovery and verification populations (by 10/1/03). Additionally, contractor is directed to produce 1 page monthly progress reports (4/1/03-9/1/03) and a final report (10/1/03). All products are to be delivered to Dr. David Neale, Institute of Forest Genetics-UC Davis, Dept. of Environmental Horticulture, Room 140, Old Davis Road, Davis, CA 95616-8587; Phone: 530-754-8431, Fax: 530-754-9366. Contract Specifications: 1. Complete a study on quantitative trait locus (QTL) mapping for wood property traits in Douglas-fir. a. Collect wood samples from 200 clones in Weyerhaeuser Company genetic tests. b. Arrange for wood property analyses (wood specific gravity and microfibril angle) at Weyerhaeuser Company wood technology lab or other suitable vendor. c. Perform QTL mapping data analysis. d. Prepare report and first draft of journal manuscript. 2. Complete a study on cold-hardiness QTL mapping in Douglas-fir. a. Collect tissue samples from 450 clones in Weyerhaeuser Company genetic tests. b. Arrange for cold-hardiness assays at Oregon State University or other suitable vendor. c. Perform QTL mapping analysis. d. Prepare report and first draft of journal manuscript. 3. Arrange for development of a Douglas-fir association mapping population of 500 clones by Weyerhaeuser Company or other suitable vendor. 4. Assist with the completion of an association mapping experiment in loblolly pine for wood property traits. a. Obtain NIR wood chemistry data from Weyerhaeuser Company and complete data transformation. 5. Assist in the development of a five-year strategic plan for the Dendrome Database Project at the Institute of Forest Genetics and for the creation of a genetic stock center at UC Davis. Duration: March 10-Dec 31, 2003. Milestones and Deliverables 1. Monthly progress reports should be submitted on April 1, May 1, June 1, July 1, August 1, September 1 and October 1, 2003. Report should be 1-page in length and sent to David Neale, Institute of Forest Genetics, Department of Environmental Horticulture, University of California, Davis, CA 95616. 8587. 2. Final reports and draft manuscripts should be submitted upon completion on the contract (Oct 1, 2003). l.
