- Description
- The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate on a non-competitive basis with Mr. Andrew C. Anderson, 10391 Fox Meadow Circle, New Market, Maryland 21774, to continue to provide Technical Assistance and Consulting services to the National Institutes of Health (NIH) and the NHLBI for building renovation and construction projects in various stages. Mr. Anderson has over thirty (30) years of experience with the NIH. Through the years Mr. Anderson has gained and in-depth knowledge of the NIH and NIH construction processes, procedures, and regulations. In order to maintain continuity of the work that has already been performed, award of a contract to any other source would result in duplication of effort and substantial expense to the Government that is not expected to be recovered through competition. The Statement of Work for this service is as follows: Background: The Division of Intramural Research, NHLBI, has a number of on-going major renovation and construction projects. Those projects include the renovation of Catheterization Laboratory Facility number 2, continuation of renovation of 2 modules of 10/7D, and a preliminary design phase for 10/6Q and 10/8Q, resulting in preparation for construction of 6Q and initiation of construction for 8Q. In addition to minor modifications for 10 laboratories in Building 10, there will be renovation ongoing for the Transgenic Core spaces in Building 50 and minor modifications to existing Laboratory space in Building 50 throughout the year. Mr. Anderson will assist seven (7) Administrative Officers within DIR and the assigned DES Project Officers in execution of all DIR projects. The consultant will provide the following support: 1) Track NHLBI renovation projects and help to keep them on schedule; 2) Review NHLBI design drawings for constructability; 3) assist in the preparation and/or expediting of NIH paperwork required for change orders to keep DIR projects moving; 4) Provide interface between the researchers, who will occupy the renovated space, the contractors, DES project officers and DIR Administrative Officers; 5) Provide additional site inspections to ensure the quality of work and compliance with the specifications; 6) Assist in the preparation of government cost estimates and review contractor cost proposals; 7) Attend weekly progress meetings, present status reports on progress of individual projects; 8) Advise project officer of potential claims or field conditions requiring changes or leading to potential delays and make recommendations to Administrative Officers and Project Officers; 9) Represent NHLBI for acceptance of work during walk through Record deficiencies and compile punch list, ensuring completion of items on the list prior to occupancy of renovated spaces; 10) Monitor action items on punch list and record completion of each item; 11) Coordinate with researchers moving into newly renovated areas; 12) Interface between researchers currently occupying laboratory space in Building 50 and facility manager on any work space changes and/or modifications needed to their areas. Place of Performance: The work will be performed at the National Institutes of Health, 10 Center Drive, MSC 1670, Bethesda, Maryland 20892. Period of Performance: The period of performance isone year from date of award. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) Code is 541330, and Size Standard is $4.0M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to be considered solely for the purpose of determining whether to conduct future competitive procurement.
