Description
This is a combined synopsis/solicitation. The VA Health Administrati= on Center (VA HAC), Denver, Colorado intends to negotiate a firm fixed price contract. The Request for Proposal # RFQ 741-03-03 entitled =93Interactive Video CD-ROM Training Seminars,=94 is hereby issued for commercial services and is prepared in accordance with the format Subpart 12.6 as supplemented by additional information included in this notice and incorporates provisions and clauses in effect through FAC 01-12. The NAICS is 541990 and the small business size standard is considered 500 employees. Full open competition will be sought. This announcement constitutes the only solicitation issued. STATEMENT OF WORK: The Contractor will produce nine master video based titled Training Seminars and associated duplicate CD-ROMS and digital video files suitable for Internet/Intranet stream. Original Products to be produced by Vendor: A series of broadcast quality video productions consisting of primarily original content determined by FAO/Client based on scripts prepared by vendor from FAO/client=92s content. The original video content is based upon classroom or studio lecturer(s) and synchronized slides or PowerPoint presentations. All video products will be delivered on CD-ROM, as well as RealVideo digital media files suitable for Contact Distribution Network on the Internet/Intranet.=20 Coordinate effort with Subject Matter Experts (SMEs) identified by FAO. Coordinate and participate in planning meetings; document work of the committee, as specified. Provide product design as directed by client, development of goals, objectives, script content, target audience and evaluation plan. =20 Develop required deliverables to meet agreed upon delivery date. Develop the Video CD and Internet/Intranet connectivity product containing interactive video CD-ROM based training. Be responsible for proofing, review and quality of product. Provide copies of final product (deliverable) to client. Vendor is ultimately and fully responsible for quality product. Provide final reports monthly with the content providing objective, scope, stage of Training CDs development, problems if any encountered, and summaries to client, as specified. Contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to complete the services and products required in accordance with top quality of industry practices. Contractor must perform primary services on site at the Financial Assistance Office in Silver Spring, MD. The vendor must have at least three (3) references which must be included in the bid package. The vendor must have: Capability to acquire and edit broadcast-quality video using one of the following videotape formats: Betacam SP, Digital Betacam, or DVCAM. A videographer available for travel to various VHA sites as necessary. Capability and experience with web development tools such as Macromedia E-Learning Suite which includes Flash, Dreamweaver and Authorware or equivalent. Capability and experience to provide Digital Video Editing Software such as Adobe Premiere, Avid, or Final Cut Pro, along with Non-Linear Editing (NLE) equipment to produce broadcast quality edited videotapes. Ability to use Microsoft PowerPoint Software, including Powerpoint Producer.=20 Ability to use Macromedia FLASH or other comparable interactive authoring software package. Bachelor Degree in Journalism, English, or Communications, Voice over capabilities is required. Deliverable: The nine (9) Interactive Video CD-ROM products and Master videotapes (both camera source footage and edited masters) delivered on Betacam SP, Digital Betacam, or DVCAM tape stock. The series of nine (9) master video tapes and duplicated Interactive Video CD-ROM products to be delivered two (2) titles every ninety (90) days, and the balance by December 30, 2003. Corresponding =93RealVideo=94 digital streaming video files, delivered on the same schedule as the above deliverable item (interactive Video CD-ROM). Corresponding web-based files suitable for publishing interactive website(s), delivered on the same schedule as the above deliverable item (interactive Video CD-ROM). All media products must be Section 508 compliant. The contractor is to complete the contracted services/products no later than December 31, 2003.=20 Price quotation as follows: =20 Line Item 1: _____ hours at bid rate of $_________ =3D total price $__________. Line item 2: 300 CDs each of 9 titles, labeled with 4 color graphics to describe individual subject matter at a bid amount of $________ per CD. CLAUSES/PROVISIONS: The following FAR clauses apply to this solicitation: 52.212-1, Instructions to Offerors - Commercial; 52.212-2, Evaluation - Commercial Items (Evaluation will be based on Technical, Price and past performance); 52.212-3, Offeror Representations and Certifications (Offerors shall submit a completed copy of the Representations and certifications with their offers);- Commercial Items: 52.212-4, Contract Terms and Conditions -- Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Items. The following FAR clauses are also incorporated by reference; 52.217-9, 52.222-26; 52-222-35; 52-222-36, 52.222-48, 52.239-1, 52.249-4; 52.215-20; and 52.249-1. The contractor shall provide training 30 =96 45 days after receipt of order. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: a) Technical Capability of the item offered to meet the Government's requirements; b) Past Performance; and c) Price; Technical Capability and Past Performance are equal and are more important than Price. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. In addition, incorporated herein by reference are the following VA Acquisition Regulations (VAAR) clauses and provisions: 852.236-75, Guaranty (April 1984); 852.210-70, Requirements for Operating and Maintenance Manuals (Nov 1984).=20 Facsimile offers are accepted at (562)-961-8067.
