- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation no. F44600-03-T-0008 is issued as a request for quotation (RFQ). (iii) The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2001-12. (iv) The associated NAICS code is 421490, Other Professional Equipment and Supplies, with a size standard of 100 personnel. This acquisition is set-aside for small business. (v) Langley AFB plans to procure a complete basketball court system for the new Fitness Center. See following Statement of Work for complete details. The following contract line item numbers are to be acquired and installed (NOTE: All quotations shall include technical data to facilitate evaluations of the products): CLIN 0001: Electric main basketball backstops with heavy duty glass backboards, breakaway rims, nets, blue edging (bolted) and safety straps, forward folding. 25' x 28'. 3/4 hp electric winch. Quantity: 2 each. CLIN 0002: Electric side basketball backstops with heavy duty glass backboards, breakaway rims, nets, blue edging (bolted) and safety straps, forward folding. 25' x 28'. 3/4 hp electric winch. Quantity: 4 each. CLIN 0003: Basketball scoreboards with 2 MPC controls. Must include scoring systems for volleyball, basketball, and wrestling. W/horn. Quantity: 4 each. CLIN 0004: Shot clocks for main basketball backstops. Quantity: 1 each. CLIN 0005: Six (6) row expandable bleachers (seats 400). Quantity: 90 each. (vi) The contract line items are to be acquired and installed to form a complete basketball court system with two (2) main basketball goals and four (4) side goals. The existing roof trusses can sustain a 500 lb deadload, 250 lb vertical live load, and 250 lb horizontal live load. All components of this system must be in accordance with NCAA regulations. (vii) Government's desired delivery and installation date is NLT 31 March 03. Installation of wiring for bleacher system shall be performed by Government's desired delivery and installation date of 31 March 03. Installation date of actual bleachers shall be determined pending installation of hardwood floor by S.E. Ballard. Quotation shall include a schedule of the offeror's ability to obtain and install required materials by Government's desired delivery date. Offerors shall also identify any factors/considerations that limit ability to meet desired delivery date. (viii) The provision at 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation--Commercial Items, is hereby incorporated by reference. (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the items offered to meet the government requirement, (ii) delivery and (iii) price. The Government reserves the right to evaluate technical compliance/delivery capability and make a best value decision. This could result in award to other than the lowest priced offer. The areas of technical capability and delivery are of higher importance when compared to price. The technical evaluation will consist of reviewing and evaluating the literature for compliance with meeting or exceeding requirement specifications. If the offeror fails to provide the descriptive literature, blueprints or drawings, or statement that he/she can meet the delivery date, it may be grounds for disqualifying his/her offer. (x) Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (Alternate I), with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. Collect calls will not be accepted. STATEMENT OF WORK 1 SVS FITNESS CENTER BASKETBALL SYSTEM, SCOREBOARDS AND TELESCOPING BLEACHERS I. Overview This requirement is for the design, installation, setup, and training on the following: complete basketball system, scoreboards, and complete set of telescoping bleachers. Proposed system(s) diagrams, floor plans and layout drawings shall be provided by the contractor of the facility, S.E. Ballard. Any necessary facility modifications, structural or electrical, required for system installation (if any), shall also be identified by S.E. Ballard. II. System Designs The contractor shall provide the following: A. Basketball System a. Backboards i. glass boards ii. 22700 safety padding b. Goals i. Forward folding, app. 25' by 28' ii. Electric Winch with key switch iii. Retractor Reel for safety strap and hoist cable B. Scoreboards/Shot Clocks a. Scoreboards 1. 2 ea. MPC wireless control LED, 8'x6'x8' 2. volleyball and wrestling captions included 3. solid state horn built in 4. control storage/carrying case b. Shot Clocks i. National Collegiate Athletic Association (NCAA) compatible shot clocks shall be installed on the main basketball court. C. Telescoping Gym Floor Bleachers a. Shall be in four sections totaling 92' b. Wall mounted, including end rails c. Six rows high d. 120V single phase key switch system e. Four each 48" non-skid footrest aisles, hinged front steps f. Self storing end rails, four to six each g. 2'x3' wheel chair spaces with railing h. access panel i. removable center handrails III. Installation Installation of all equipment shall be in accordance with the manufacturer's installation instructions. A copy of these instructions shall be provided to the fitness center POCs within 5 days of contract award. V. Timeliness/Schedules Coordinate with the Government POCs no later than two weeks in advance of estimated installation date to establish installation schedule. All equipment shall be procured, installed, and operational no later than time frame coordinated through 1 CONS and Fitness Center POCs, builder, S.E. Ballard and the U.S. Army Corps of Engineers. Schedule changes may be necessary due to builder progress. VI. Other The equipment shall be covered by standard manufacturer's warranty with one-year warranty on installation.
