Description
MARKET SURVEY REQUEST FOR INFORMATION . RFI Reference No. WMOK-03-004. The Air Armament Center?s Combat Support Systems Program Office at Eglin AFB FL requests information for a Heater, Forced Air, Re-Circulating, Indirect Fuel-Fired for extreme cold weather. The Air Force plans on comparing viable heater candidates against current heater baselines/upgrades. FSC Classification is 41. The NAIC Code is 339999 with a size standard of 500. The Air Force will use the heater with the Air Force?s small shelter system (~5,100 cubic feet volume requiring one heater), medium shelter system (~17,200 cubic feet, two heaters) and TEMPER tents (~5,100 cubic feet, one heater). Each has an aluminum frame covered with PVC coated polyester fabric cladding and an internal liner. The Air Force uses several types of shelter floors such as, but not limited to insulated padding or plywood. The heater will sit outside the shelter and connect using supply and return flexible ducts via 18 inch diameter, shelter wall openings. The heater will maintain a comfortable environment inside the shelters under ambient temperatures from minus 25 degrees to 60 degrees Fahrenheit. Based on recent tests, this program office estimates a heater capacity range of 120,000 to 150,000 BTU/hr and approximates an airflow performance of 1,000 CFM at 1.5 inch water gage of static pressure. The heater will re-circulate air from the shelter while providing adjustment from 0 to approximately 200 CFM of fresh air. The heater will have a properly sized fan to ensure sufficient airflow and minimal stratification inside the shelter. The heater will have an integrated fuel tank with a 12-hour minimum run time. The heater should have JP-8 and diesel fuel capability, variable output adjustment, provisions for external fuel connection, and de-fueling procedures for storage or shipping. Safety is important; the heater will have safety devices and features normally associated with portable heaters. The heater must be compatible with requirements for military airlift in that it will be stackable, capable of being restrained up to 4.5g, and make efficient use of the 463L pallet system. The heater?s internal components should resist in up to 4.5g force without breaking loose and becoming a hazard. The heater, when shipped or stored, will have appropriate covers or other arrangements to prohibit rodents or insects intrusion and habitation. The heater should be simple and reliable by utilizing proven commercial technology. For instance, the design of the heater should minimize or eliminate features that are difficult to maintain such as, but not limited to small screws and complex controls. The heater will also be capable of being easily moved by two people in less than ideal conditions--tall grass, mud, and snow. The heater will be ruggedized to resist the damage encountered during transportation, 15 years of storage, and 5 years of use in a field environment without degradation of safety or effectiveness. In addition to meeting the above listed requirements, the Air Force may use the heater to support the Collectively Protected Expeditionary Medical Support (CP EMEDS) system and other Joint Service expeditionary needs, which include supporting 640 square feet transportable collectively protected shelters. As such, it is desired the heater be operable in remote austere locations under toxic wartime and peacetime contaminated environments. Operation in NBC mode requires compatibility to filtration systems, such as the FFA 400 or M28 Motor Blower. None of the specific features or capabilities contained in this request are intended to discourage any potential offeror from presenting innovative solutions, features, or arrangements that will safely and effectively heat the shelters specified in the cold weather conditions outlined. All solutions are being considered. In order to promote an environment of development of a partnering/teaming for a possible new acquisition, we are involving industry in the very early development of this acquisition. In order to initiate an exchange of information, we are requesting that interested parties submit any or both of the following: (1) an up to ten page paper, with pictures/sketches if applicable, that identifies existing solutions for such a unit, and (2) product brochures or marketing materials.
