- THIS IS THE FORMAL PRESOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204. The Air Force Center for Environmental Excellence (HQ AFCEE), Brooks City-Base, TX, is seeking approximately eight or more qualified Teaming Entities under a Full and Open (F&O), worldwide solicitation to provide Constructability Review and Design-Build Services for Design-Build Plus 03 (DBP03) contracts. The anticipated contracts will be Firm, Fixed-Price (FFP) and include AF single and multi-family housing, commercial, and institutional facilities, with single family housing being the predominate work-type (NAICS code 236115, Annual Standard Size is $28.5M). Awards will be Best Value using a one-step turnkey selection procedures (10USC 2862). Selected firms will be expected to work closely with AFCEE and Installation project managers and Installation Administrative Contracting Officers. Consideration will be given to prime firms, joint ventures, partnerships, and their subcontractors or consultants who have the resources and capability to provide Constructability Review and Design-Build Services. The Request For Proposal package will be available for your viewing at Air Force Center for Environmental Excellence homepage, DBP03 Website: http://www.afcee.brooks.af.mil/pkv/design/default.asp. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the web site are urged to enroll on the web site mailing list for this acquisition. The RFP package will be available on the Internet only. No hard copies of this solicitation will be issued. The solicitation, plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. Wilcox at 536-6566 or e-mail: charles.Wilcox@brooks.af.mil. Anticipated program ceiling for this acquisition is $2.1B for the solicitation. Excess bonding capacity is $150M. Contract Fair Opportunity Selection and Ordering Procedure clauses will be used to compete task orders against the successful entities. Each entity awarded a contract will be guaranteed a minimum award amounting to $10,000.00 during the contract life. Terms of the contract(s) include a five-year ordering period and an eight-year (maximum) period of performance. All responsible sources may submit a proposal that shall be considered by the Government. RFP RELEASE IS ON OR ABOUT 17 MAR 03. Proposal date is 30 DAYS THEREAFTER. Note: There is also an 8(a) set-aside solicitation being issued under this DBP03 program, Solicitation No. F41624-03-R-8034. A pre-proposal conference will be held at Brooks City Base, TX, 25 March 2003, 0830-1430, 2601 Louis Bauer Drive, Building 775, Room 102.
