STATEMENT OF WORK 1. SCOPE OF WORK 1.1 NON-PERSONAL SERVICES for the technical development and implementation of the Extreme Summer website to include the concept and technical design configuration development and implementation. Included elements will be program/web site management, tracking and reporting; selection processing; site database integrity in conjunction with interactive game piece use, data-base development and implementation; single web page entry point, separate paths or dual-mode for two distinct participant groups (Youth and Airmen), which will be determined after enrollment and involve all subsequent interactions. 2. PROGRAM SUMMARY 2.1 Objective: To educate USAFE personnel and their families to become more aware of the variety of positive, exciting and fun activities available to them on-base as well as to motivate participation in those activities and facilities, thereby providing positive and creative summer programs for all ages and ranks. 2.2 Program Summary: A rewards-for-participation, web based incentive/motivational program. USAFE personnel receive interactive game pieces to redeem at dedicated promotional web site. Game pieces allow participants chance to win instant prizes, win in monthly drawings, and win in grand prize drawings at conclusion of the promotion. Web site will deliver program information and other useful event/activity information, including dedicated pages for participating bases, images and announcements. 2.3 Estimated number of participants: 50,000 2.4 Estimated number of transactions: 500,000/350,000 interactive game pieces 2.5 Program duration: Early Enrollment runs May 13 thru May 31 2003 CET; Full program runs June 1 thru August 31 2003 CET 2.6 Categories of competition: Anyone 8 years old and above with a valid DoD ID card may participate. This includes enlisted members, officers, civilians and their families. There are four (4) prize/competition categories. Participation categories are as follows and created based upon equity between ranks and demographic numbers. 1. Youth 8 to 12 years of age 2. Teens 13 to 18 years of age 3. E1-E5 and spouses 18 years of age and older 4. E6-E9, O1-O10, Civilians and spouses 18 years of age and older. Participation in USAFE Services sanctioned events, activities and purchases from USAFE Services approved business locations entitles participants to receive reward of an interactive game piece. This game piece entitles participant to interact with the Extreme Summer promotion and the Extreme Summer web site for a chance to win one of many Instant Prizes and to enter the many Sweepstakes prize drawings held each month and at the conclusion of the promotion. There will be a total of 4 sweepstakes drawings throughout the program. One drawing for Early Enrollment in the month of May. Early Enrollment winners will win a prize to be determined. Monthly drawings for June, July and August will receive a specially selected prize to be determined. A super Grand Prize drawing will also be held at the conclusion of the program. Numerous second and third place prizes as well. These additional prizes are also to be determined. 2.7 Registration: Participants register instantly by using the web site. http://www.extremesummer.com . This is the preferred method of registration and will register everyone instantly. 2.8 Registration Requirements: To register, participants will be required to provide sponsors rank and their birth date (meaning participant). Participants will also be required to select a personal identification number (PIN). This number is their birthday (dd/mm/yy) + the last 4 digits of their social security number. This number will be the participants PIN and will be used each time they load points. Registration information will be used to track the participant throughout the program and to provide a mailing list for direct mail and for shipping of prizes. 2.9 Contractor shall provide qualified personnel for designing, implementing, managing and executing all the above. Contractor shall have successful experience in the design and implementation of an inter-active website within this scope of work. 2.10 The development of the operational web site, data base connectivity to the means of participation by means of electronic game piece entry, tracking and additional motivational elements are considered integral to the success of the promotion. Management of the game piece creation, all the necessary data base integration necessary for the construction of the game piece design and consistency with the operational system or platform is a primary functional element of the program. In addition, the distribution of randomly selected ?instant? prizes as well as major sweepstakes prizes are coordinated through the platform and is assured through proven random selection applications. 3. SPECIAL REQUIREMENTS/LAWS PECULIAR TO THE PERFORMANCE OF THE SERVICE 3.1 Contractor shall supply all hardware and software, Internet connectivity, etc. to fully service the program web site and full program functionality. This includes Domain name registration and management, DNS management, DNS hardware and software, Firewall protection, Anti- viral software updates, internet services, network management, security, testing and maintenance 24/7/7 and full custom, real-time reporting. Internet services include appropriate bandwidth depth to service volume of activity and appropriate scaling as activity changes over time, including bursts and potential unexpected network fluctuations. 3.2 Contractor shall provide monthly participation reports in various formats as required. Contractor shall provide 24 hour reporting capability (back door access via the web) to USAFE Services to make participant file updates and real-time reporting on data relating to participants, to include but not limited to, amount of participants in program, category breakdowns, geographical and social demographics, instant win reports, monthly winner reports and end-of-program statistics. 3.3 USAFE Services will provide access to an e-mail address for the deliverance of program related email at: xtrem@sembach.af.mil 3.4 HOURS OF OPERATION: Contractor shall provide oversight for the website 24 hours per day. All personnel associated with the program should have wireless communication capabilities that ensure all appropriate technical and management personnel are available 24 hours per day for consultation and direct intervention should they be needed by USAFE Services.
