- NA DESCRIPTION OF WORK: Provide all plant, labor, tools, equipment, and materials (except as indicated otherwise in the specifications) and perform all work in strict accordance with the Manual on uniform traffic control devices (MUTCD) specifications and pl ans required for Pavement Marking located at http://mutcd.fhwa.dot.gov/ (Part 3 Markings MUTCD 2000, millennium edition). Contract period is to be awarded as a multiple year, base plus 4 options. Initial Period of Performance is expected to be 01 June 2003 through 31 May 2004. Area Description: Various roads, streets, driveways, and parking lots at Fort Lewis And Yakima Training Center, Washington. The Principal Items to be accomplished are: Paint, Repaint and restripe all pavement reflectorized markings, including existing ce nter lines, traffic lines, fog lines, crosswalks, stop bars, hatching arrows, handicapped symbols, and other miscellaneous markings. Pavement markings also shall include newly paved roads, and streets previously unstripped. Paint non-reflectorized parki ng lot stripes (Excluding Traffic Markings). Provide certified traffic control personnel during construction adjacent to or on streets. All required signage and equipment is included. Other work necessary to accomplish the above items. Rate of Work for requirements items which are listed in the Bid Schedule: The contractor shall be required to accomplish a minimum of 10,000 Linear feet per day for task orders listed in the bid schedule . And 500 Square feet per day for task orders listed in the bid schedule. A minimum 14-calendar days mobilization time will be granted per each task order. In the case of multiple task orders that create conflicts in priorities or completion dates, the contractor shall notify the Contracting Officer immediately of such conflicts . The Contracting Officer, at his discretion may make equitable changes in the completion dates to eliminate the conflicts. CONSTRUCTION PHASING: The following construction phasing related issues should affect the work. Interface with Others: Governmen t use of these facilities is anticipated while the work under this contract is being performed. The work shall be planned and accomplished so that there will be a minimum of interference and inconvenience to occupants in the building and vicinity. Any bl ockage of building exits or driveways must be coordinated 24 hours in advance with the Quality Assurance Inspector Representative. The contractor shall provide signage in accordance with the Manual of Uniform Traffic Control Devices for all work requiring traffic control. The signage shall be placed one week prior to the commencement of work, and located adjacent to the work area. Signage shall notify the using public as to the expected dates of work and/or closure. This requirement will be solicited as an IFB with a small business set-a-side, under NAICS Code 237310, size standard $28.5 Million. The estimated cost of this procurement is between $500,000.00 and $1,000,000.00. Telephonic requests for the solicitation resulting from this notice will not be accepted. The solicitation will be issued and available for download on the Fort Lewis Web site located at http://www.lewis.army.mil/doc on the issue date of the solicitation. The anticipated issue date for this solicitation is 14 April 2003.
