- 13 ? RAPID WALL BREACHING KIT (RWBK) The U.S. Army TACOM-ARDEC at Picatinny Arsenal, NJ has a requirement for the design, fabrication, inspection, packaging and delivery of the Rapid Wall Breaching Kit (RWBK) Tactical configuration, Force on Force Trainer configuration, an Inert configuration and Inert Cut-a-Way models in accordance with the Performance Requirement Document (PRD) ARDEC PL-001 and the Statement of Work (SOW). The Force on Force Trainer will be the same as the Tactical version with the exception that the main charge output need only be capable of defeating a 1/4 inch plywood target. All other components must be included and be the same as the tactical version. The Cut-a-Way models will be comprised of inert components, where applicable, to show the internal configuration. The proposed devices/systems shall be capable of breaching and crating a man-sized hole through a masonry triple brick wall or reinforced concrete wall (8? thick, Double Weave No. 4 bar, 12? off-center vertical and horizontal). Additionally, the system shall provide a means of defeating a metal door and clearing various obstacles as may be encountered during Military Operations in Urban Terrain (MOUT). The item shall be man portable (less than 35 pounds), provide a fast way to create a man-sized hole in any direction through brick and concrete walls. Training in use of the device/system shall be simple and easily understood by the soldier. No specialized training and/or skills shall be required to use the system properly. The system?s main charge shall be flexible enough to adapt to various other demolition missions and be uni-directional in order to control explosive output and ensure safe use. This requirement is to support the FY03 Verification Test (VT) of the proposed RWBK. The design and resistance to specified environments will be verified by conducting a Verification Test (VT). All test hardware is to be delivered one hundred and fifty (150) days after contract award in its final packaging configuration, in the following quantities (Tactical RWBK (Class V) ? 80 each, Inert Trainer RWBK ? 20 each, Force on Force Trainer (Class V) ? 30 each, Inert Cut-a-ways Models ? 6 each). Final packaging configuration is defined as having completed Final Hazard Classification Testing and shall meet all Hazard Classification requirement of the PRD ARDEC PL-001. Once the offeror?s design has been proven that the proposed kit will meet all requirements (via successful completion of Government Verification Testing (VT)), the Government may exercise a one-year production option under the contract. If and when the option is exercised, the offeror will have eighteen (18) months from exercising the option to complete delivery. The option quantities shall be delivered in at least three (3) lots. These lots will consist of the following ranges: Tactical RWBK (Class V) from 250 each to 2200 each, Inert Trainer RWBK from 20 each to 1500 each, Force on Force Trainer RWBK (Class V) from 20 each to 1500 each.
