- Description
- The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following items on a Sole Source Basis from Miteq Inc., 100 Davids Drive, Hauppauge, NY 11788: Eight (8) each Optical Transmitters, Model Number SCMT-1M6G-28-20-M14 and eight (8) each Optical Receivers, Model Number SCMR-1M6G-10-20-10. The items are being acquired on a sole source basis because only the analog fiber-optic link (transmitter and receiver) provided by Miteq will meet the Government's technical requirements, specifically the operating frequency and physical dimensions of the unit. The analog fiber-optic link (transmitter and receiver) provided shall have the following salient characteristics: (1) RF Operating -6dB Bandwidth: 1MHz to 6GHz, (2) Gain: 10dB minimum to 40dB maximum, (3) Noise Figure: 20dB maximum, (4) Maximum Acceptable Gain Variation Over the Specified RF Operating Frequency R ange: +/-3dB maximum, (5) Input Power at 1dB Compression: -20dBm minimum to 5dBm maximum, (6) Spurious Free Dynamic Range (1Hz BW): 100dB minimum, (7) Maximum Input Level (No Damage): +10dBm minimum, (8) Power Consumption (25 degrees Celsius, Transmitter Only): 5 Watts maximum, (9) Power Consumption (50 degrees Celsius, Transmitter Only): 7 Watts maximum, (10) Input/Output Impedance: 50 Ohms, (11) RF Connectors: SMA Female, (12) Preferred Optical Connector: E2000-APC, (13) DC Supply Voltage (one or more of the following): +/-12V, +3.3V, (14) Maximum Acceptable Fiber Length: at least 200m, (15) Transmitter Size (excluding connectors): 2"x2"x1", (16) Operating Temperature: -20 degrees Celsius minimum to +50 degrees Celsius maximum, (17) Storage Temperature: -40 degrees Celsius minimum to +85 degrees Celsius maximum, (18) Relative Humidity (non-condensing): 95% maximum. The offer or shall provide a copy of any warranty applicable to the items contained in this solicitation. All items shall be delivered, inspected, and accepted FOB destination to NSWCDD. Delivery shall be within 60 days after receipt of order. The government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all the technical specifications at a reasonable price, and has a satisfactory past performance history for providing the same or similar items. The offeror shall provide with its offer a list of previous sales of the same or similar items with a description of the item, quantity, contract number, name of organization, point of contact, and telephone number and/or e-mail address. This announcement constitutes the only written notice; a proposal is being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The closing date is COB 7 March 2003. Proposals may be provided via fax to (540) 653-6810, Attn: XSD13-12 or via e-mail to XDS13@nswc.navy.mil reference quote #N00178-03-Q-3014. The anticipated award date is 13 March 2003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12 dated 27 January 2003 and DFARS Change Notice dated 14 February 2003. The North American Industry Classification System code is 334220, with a size standard of 750. The applicable DPAS rating is DO-C9. This procurement will be awarded on an all or none basis. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore the synopsis/soli citation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil.supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments. Interested parties other than Miteq, Inc. must be able to demonstrate, in writing, their capability to provide the specific make and model specified herein.
