- This is a combined synopsis/solicitation for commercial items prepared under FAR subpart 12 as supplemented with additional information in this notice. The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) requires (1 ea) Explosives Trace Detection System (ETDS) containing a portable, disposable, CE/TUV certified, collection sampling bench top system that detects explosives and ICAO Taggants. ATF requires a printer to record the output from the ETDS. ATF requires an ETDS maintenance manual, a commercial warranty on parts and labor, system installation, and paper for the thermal printer. The award will be made to the offeror with the most technically acceptable product at the lowest price. Delivery is expected 90 days ARO. The applicable North American Industry Classification System code is 334511 with a size standard of 750 employees. This is a small business set-aside. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The solicitation for this RFQ is ETDS-RFQ. The following provisions are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.214-4, Contract Terms and Conditions--Commercial Items, FAR 52.212-5, Contracts Terms and Conditions Required to Implement Status or Executive Orders--Commercial Items. Awardee must be registered in the Defense Logistics Agencys Central Contractor Registration database (www.ccr.gov) to receive this award. NO SOLICITATION IS AVAILABLE AND NO TELEPHONE REQUEST OR INQUIRIES WILL BE ACCEPTED. All interested parties must submit a quote no later than 2:00 PM EST, March 6, 2003. Quotes are acceptable via facsimile machine at (202) 927-8688 or via Internet to Paula.King@atf.gov. Quotes must include pricing and product literature that list specifications.
