Description
The Comptroller of the Currency (OCC), Office of the Ombudsman, has a requirement for a contractor to manage its mailroom operation in Houston, Texas. The OCC intends to award a fixed price performance based service contract for a base period of four months, and four option years. The Office of the Ombudsman Customer Assistance Group (CAG) manages a large volume of complaints from consumers of national banks and affiliates of national banks, processing approximately 3,500 pieces of incoming and 4,000 pieces of outgoing mail and faxes monthly. In the past, this requirement was satisfied utilizing one full-time mailroom operator. The contractor shall be solely responsible for any and all performance requirements during the hours of operation Monday through Friday, 8:00 am to 5:00 pm, excluding an hour lunch break and Federal holidays. The contractor shall be responsible for processing all incoming mail, preparing all outgoing mail, and maintaining all files located in the mailroom. The contractor shall be responsible for operating all fax machines located in the mailroom, and for retrieving bank responses from fax machines hourly, and faxing complaints. The contractor must be experienced in operating the following: automailer, meter mailer, postage weight scale, copier, fax machine, and mail opener. The Request for Quotations (RFQ) is set aside for small businesses, and will be procured using simplified acquisition procedures under the Test Program for Certain Commercial Items in FAR Subpart 13.5. The North American Industry Classification System (NAICS) Code is 561499, and the Size Standard is $6.0 million. The OCC anticipates issuing the RFQ on or about March 4, 2003, at www.fedbizopps.gov. The RFQ, including amendments, will be distributed only through the www.fedbizopps.gov web site. Interested parties are responsible for monitoring the web site to assure that they have the most up to date information about this RFQ. Paper copies of the RFQ will not be available.
