- NAICS Code: 5419 The U. S. Environmental Protection Agency (EPA) has a requirement for technical support services that include conducting a first-time assessment of international clean energy funds and development of a blueprint for applying "Green Certificates" in developing countries. The contractor shall provide a series of technical evaluations of projects financed by multilaterial organizations such as the World Bank, Global Environmental Facility, and the United Nations. EPA has surveyed the market and determined that a sole source contract should be issued to MichaelPhillips located at 1014 Heather Avenue, Takoma Park, Maryland 20912. His technical expertise and recent experience with performing similar analyses make him uniquely qualified to perform this work. See Note 22.
