Description
The Missile Defense Agency's (MDA) Joint National Integration Center (JNIC), located at Schriever AFB, CO, is seeking potential sources for JNIC Technical Advisory and Assistance Services (JTAAS). The JNIC intends to utilize the MDA Basic Support Services Program (BSSP) approach for acquiring advisory and assistance services, adapted to meet the special requirements of the JNIC. The BSSP process utilizes the General Services Administration (GSA) Multiple Award Schedule Program. See the "Executive Summary, MDA Support Services Program, Adapted to Meet JNIC Requirements, Revision 1," on the JNIC web site at http://www.jntf.osd.mil/Programs/AMD/ESAS/Showfiles.asp. SMALL BUSINESS PREFERENCE. This is a small business preference acquisition (provided the JNIC determines there are at least three highly qualified small businesses capable of fulfilling the requirement). Potential Offerors* for this order shall be a single small business GSA contractor or a team led by a small business with at least one existing applicable GSA Schedule contract under the GSA Multiple Award Schedule Program. An Offeror submitting a Capabilities Statement shall indicate in its response to this FedBizOpps Sources Sought Announcement that the Offeror was awarded a GSA schedule contract, or option period extension to the contract, as a small business, and that the Offeror, including qualifying small business team members, are currently small businesses meeting the small business standard under North American Industry Classification System (NAICS) 541710, Research and Development in the Physical, Engineering, and Life Sciences, Size Standard 1,000 employees, who will perform over 50% of the labor and dollar value of the contract. Large businesses are not precluded from participating in this acquisition provided the above requirements are met. DESCRIPTION OF THE REQUIREMENT. The JTAAS Statement of Objectives (SOO) requirement for technical advisory and assistance services includes the following: (1) integrated technical program support; (2) technical infrastructure support; (3) project technical oversight; and (4) administrative and management support. The Government estimates that initially 35-45 staff (predominantly technical) will be required to provide these services. The Government desires that 80% of the staff have the required security clearances as stated in the draft JTAAS Staff Matrix on date of award. The resulting GSA order will consist of firm fixed price support services; cost reimbursable other direct costs; data and reports; and potential growth provisions. The term of the order with options is anticipated to be at least four (4) years. Additional performance-based, award term options included in the order may result in a maximum period of performance of up to 10 years. The primary place of performance will be on site at the JNIC, Schriever AFB, CO, with a low level of contractor support possible at the JNIC liaison offices currently located in Colorado Springs, CO, and Arlington, VA. The Capabilities Statement instructions and template, the JTAAS SOO, the JTAAS Master Agreement, the draft JTAAS Staff Matrix, and the Organizational Conflict of Interest (OCI) Analysis/Disclosure form are all available at the JNIC web site. Note that labor category descriptions will be part of the Request for Quotations (RFQ). SUMMARY OF THE SHORT LIST ASSESSMENT PROCESS. The Government will initially assess Offeror Capabilities Statements to determine those sources (the "short list") deemed most likely to meet JNIC requirements. Only sources identified for the "short list" will be sent a draft RFQ, invited to participate in one-on-one sessions, and sent the final RFQ. Those not selected for the "short list" will not receive any communication from the Government on this acquisition. The Government anticipates award by 9 May 2003 of a single GSA order to one Offeror followed by a transition period during May and full contract performance commencing on or about 2 June 2003. SHORT LIST ASSESSMENT CRITERIA. Based on submitted Capabilities Statements, the following criteria will be used to form the "short list:" (1) Offeror and small business team members performing greater than 50% of the hours and dollars are currently qualified as small businesses under NAICS 541710; (2) Offeror has current applicable GSA schedule contracts that provide the Government with all of the labor categories or equivalent in the draft JTAAS Staff Matrix; (3) Over 50% of contract hours and dollars will be performed by the single small business GSA Offeror or small business team members (does not include subcontractors) that are small business(es) qualifying under NAICS 541710; (4) Offeror agrees to terms and conditions of the JTAAS Master Agreement; (5) Offeror's Capabilities Statement indicates a basic capability to fulfill the JTAAS SOO; (6) Offeror communicates recent and relevant missile defense simulation and evaluation experience; and (7) Offeror has no OCI or discloses potential or actual Organizational Conflicts of Interest (OCI) and submits an OCI Plan adequately demonstrating how the potential or actual OCI, if any, will be mitigated or eliminated. CONTENT OF THE RESPONSE. Interested Offerors are invited to submit a (1) Capabilities Statement, (2) Organizational Conflict of Interest (OCI) Analysis/Disclosure Form, OCI Plan, if needed, (3) in place or planned legal and/or contractual teaming relationships documentation, and (4) JTAAS Master Agreement exceptions, if any. The Capabilities Statement template requires information to establish Offeror qualifications and capabilities necessary to meet the JNIC requirements. Information to be submitted by the Offeror includes the following: (1) Identification of Offeror to include team lead, planned team members, and planned subcontractors and submission of appropriate in place or planned documentation showing appropriate legal and contractual relationship(s); (2) Small business status of team members (NAICS 541710); (3) Information on current applicable GSA schedule contracts held by the team members; (4) Relevant, recent (within the past three years) contracts/orders that represent experience similar in size and scope to that required for JTAAS, indicating whether the contract/order supports the missile defense community or another agency of the Department of Defense; (5) Information on comparable contracts/orders to capabilities that are required for JTAAS (identify similarities to JTAAS SOO tasks and narrative of contract tasks and accomplishments not to exceed 250 words per contract). In addition, the team lead is required to confirm that initial review objectives will be met and to certify the accuracy and completeness of the information submitted. The contractor must identify potential or actual conflicts of interest through the OCI Analysis/Disclosure Form and provide the Offeror's OCI Plan on how any OCI will be mitigated. The Offeror shall include copies of any legal arrangements, such as teaming arrangements, that will pertain to this acquisition. Offeror documents agreement with the JTAAS Master Agreement. Offerors who do not agree to the terms and conditions of the JTAAS Master Agreement must submit a statement identifying specific areas of disagreement, reasons for disagreement, and any modifications that should be considered by the Government. SUBMISSION OF THE RESPONSE. Submissions shall be indexed and tabbed and conform to the instructions on the Capabilities Statement. There are no page limitations for the OCI Plan or documents showing the legal or contractual relationships. The Offeror shall submit all responses in electronic format (Microsoft Office 2000 compatible) on compact discs (CDs) with five hard copies. Offerors shall provide responses to this notice to the JNIC Contracting Officer, Debbie Ray, c/o The MITRE Corporation, 1155 Academy Park Loop, Colorado Springs, CO 80910-3716, between 2:00 pm and 4:00 pm, MST, 10 March 2003. All submissions shall be marked "Acquisition Sensitive. To Be Opened by Addressee Only." If Offerors wish to hand carry their response earlier than specified above, arrangements must be made in advance by contacting Debbie Ray at (719) 567-9491. * OFFEROR: The term Offeror as used in the JTAAS acquisition and this notice refers to a party interested in responding to the Government's requirements. The Offeror is defined as any of the following: (a) A single small business holding a GSA contract performing 100% of the effort (termed a GSA Contractor) qualifying under NAICS 541710; (b) A single small business holding a GSA contract with subcontractors, small or large, that will perform at the labor rates of the single small business with a GSA contract. The single small business with a GSA contract qualifying under NAICS 541710 must perform over 50% of the dollars and labor. This is considered to be a contractual relationship; (c) A team of small and, possibly, large businesses, having a legal relationship, all holding GSA schedule contracts, with greater than 50% of dollars and labor performed by small business(es) qualifying under NAICS 541710, and led by one of the small businesses. The team must be a legal entity reflected by a joint venture or other legal teaming relationship(s). Offeror team may include subcontractors to any or all of the team members. However, these subcontractors, whether qualifying under NAICS 541710 or not, will not be included in the greater than 50% small business performance determination.
