Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c), with Frank Olver Consulting, of Silver Spring, Maryland, to acquire expert, part-time mathematical consulting services in support of the continuation of a large, multi-year project to construct a comprehensive reference database, book and website on the special functions of applied mathematics. Services are required for the Mathematical and Computational Sciences Division (MCSD) at NIST. *****Sole source determination is based on the Government's need for very specialized skills in applied mathematics, for use in the continuation of a project to construct a highly advanced Digital Library of Mathematical Functions (DLMF) covering the field of special functions of applied mathematics in a form suitable for use by experienced scientific professionals. The required services will include assistance in developing funding initiatives, in determining DLMF structure and content, in identifying and engaging the best available authors and validators from the world community of scientific professionals, and in reviewing and editing the mathematical content of the DLMF. The project calls for public release of reference data within the next three (3) years. Frank Olver Consulting has been providing the required services for the past five (5) years, under a contract that was awarded by the Government in 1998, under full and open competition. Thus, Frank Olver Consulting is uniquely qualified to meet the Government's need for continuing expert assistance in all aspects of the DLMF project, within the required time frame.*****The period of performance will be a twelve-month base year, with two, one-year options. Services will be required on a part-time basis, and are based on a 2080 hour man-year, with an expected level of effort of 1872 hours for the first and second years, and 1040 hours in the third year.*****The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard is $6.0 million.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 17, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Numbered Note 26.
