Description

This announcement constitutes a Sources Sought Synopsis. Responses to this publication are solicited to provide comment and identify 8(a) &/or Hubzone qualified sources only, who have the interest and ability to provide boiler replacement/repair steam lines and asbestos abatement services as detailed below. The NAICS code is 238290, which has a size standard not to exceed $12M. The FDA facility in Winchester, Massachusetts was constructed in 1952. The existing boiler is the original high pressure steam boiler. The boiler is old, oversized and energy inefficient. This needs to be replaced before catastrophic repairs or emergency replacement is necessary. The contractor shall furnish and install all material, labor and equipment to demolish existing boiler, including plant, equipment, piping, removal of stack, rigging and install new boiler complete with new stack, piping and insulation. All work to be completed as per design drawings and specifications that would be provided. There is asbestos in the boiler room, boiler stack, on the existing steam pipes and in the vicinity. The asbestos abatement is to be included as a part of this contract. This is not a request for a formal proposal. Demonstrated ability of the Contractor will be required upon a request for a formal written proposal. Contractors expressing an interest must have construction contracting experience of this type. Responses must reference number 223-03-9013 and include the following: (1) name and address of firm, (2) type of business (i.e.: 8(a) certified &/or Hubzone), (3) two points of contact: name, title, phone, fax and e-mail, (4) DUNS number, (5) NAICS code, (6) contractor?s capabilities statement: should summarize experience and knowledge relative to the following general areas as it relates to the scope of work, (7) list of customers covering the past 5 years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number, and identify your role as either the Prime or Subcontractor. FDA anticipates awarding a Fixed Price type contract. Responses shall be submitted via mail to the point of contact address below by March 18, 2003.
