Description
The Global Air Traffic Operations/Mobility Command and Control System Program Office (GATO MC2 SPO) is re-issuing a Request for Information (RFI) to industry. This is a Request for Information only. It is neither a Request for Proposal, nor solicitation, nor an indication that ESC will contract for these supplies. ESC will not pay for information received in response to this RFI. Oman has requested a Letter of Offer and Acceptance (LOA) for upgrading NAVAIDS at two airfields in Oman. The objective of this RFI is to obtain market research data to assist in developing preliminary acquisition planning. Respondents are requested to provide current product information to include price and schedule data for the following items and services: a) six (6) Instrument Landing Systems (ILS) meeting the performance requirements of ICAO Annex 10 to support Cat II precision instrument approaches for two airfields in country (i.e., ILS at each end of two runways at Masirah and at each end of one runway at Thumrait), to include localizers, glidelsope, inner/middle/outer markers, electronics, outfitted shelter, cabling and interconnects, three year supply of spares at each airfield, five year warranty coverage, specialized test equipment, remote control and status monitor, factory acceptance test, system installation and checkout, support to customer commissioning flight inspection (assume 5 days + travel), operations and maintenance manuals in English, operations and maintenance training in country, and shipping to site; and b) two VORTAC systems meeting the requirements of ICAO Annex 10 and Mil-Std-291 (one VORTAC at each airfield identified above), to include prime mission equipment, electronics, shelters, cabling and interconnects, three year supply of spares at each airfield, five year warranty coverage, specialized test equipment, remote control and status monitor, factory acceptance test, system installation and checkout, support to customer commissioning flight inspection, operations and maintenance manuals, operations and maintenance training in country, and shipping to site. Both the ILS and the VORTAC systems will be acquired using the total package approach using Foreign Military Sales acaquisition procedures. The military airfields identified above have legacy NAVAIDS equipments in place, and harsh environmental conditions exist at both airfields. Site surveys and site survey reports will be required. Removal of legacy systems and limited site preparation, in accordance with the contractor provided Site Survey Reports, will be accomplished by the customer (e.g., leveling and grading, equipment footings, and trenching for power and control lines, etc). Training for the above systems will be conducted on-site and be administered by the Air Force Security Assistance Training Agency. The systems described above must be commercial off the shelf items with proven field usage. Our goals include acquiring proven, highly reliable systems meeting the requirements identified above, and which are easily sustainable systems across the system's life cycles, and achieve earliest reasonable delivery time for all systems identified above. Your reply should include: product descriptions and substantiate proven field usage and life cycle sustainability; a recommended Work Breakdown Schedule (WBS not to exceed Level 3) for items and services for this effort; pricing data formatted to track to the WBS; an overall Schedule showing key activities such as production, delivery, and installation activities and include time required by the vendor to comply with all export laws and regulations. All respondents are requested to indicate if they are a large business, small business, small disadvantaged business, 8(a) concern or women-owned small business. Indicate if you are a US or foreign owned company. In addition, contractors will indicate whether or not their equipments and services are offered through the GSA schedule or any other government-wide agency contract.
