- All supplies and services necessary for the An/APQ-158 Service Life Extension Program to improve the reliability, maintainability and logistic supportability of an/APQ-158 Ku-Band Transmitter and Radar Set Control Line Replaceable Units (LRU) installed on the MH-53 aircraft. The contractor shall develop modifications to the AN/APQ-158 Radar using current design techniques to eliminate both obsolete components and those not readily procurable. The modified radar sub-systems shall be a form and fit replacement but not a function replacement of the existing Line Replaceable Units (LRU). The following radar LRUs shall be modified: Ku-Band Transmitter, Power Supply Programmer (P/N 2060001-1), Radar Set Control, P/N 2964764-1. The Service Life Extension Program will consist of three sequential program phases. The initial Concept Development (CD) phase will include sustainment, reliability data analyses, trade studies and cost analyses to validate the radar modification being proposed. The second phase, Product Development and Demonstration (SDD), shall include all design, modification, and design verification testing activities using prototype or pre-production hardware. Contingent upon the Government decision based on the design performance, the Production & Deployment (P&D) Phase would commence. During this final phase, the Government approved production configuration would be produced in quantities specified by the applicable contract. In addition, the Government may choose to exercise procurement of spare components for the newly designed LRUs. The approximate issue date of the solicitation will be 15 May 2003 with a Basic Year and three year options. This is a sole source requirement to Raytheon Co, 2501 W. University Dr, PO Box 801, McKinney TX 75071-0801. Authority: 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director of the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
