Description
NA Bid Solicitation Synopsis for Full and Open Competition ? Indefinite Delivery Order for Sediment, Water and Soil Sampling and Testing [to be published in the Commerce Business Daily]. 1. Required Services The U.S. Army Corps of Engineers, San Francisco Division intends to award IDIQ contract for the following. Required services. Selected contractor shall carry out field sampling and laboratory analyses of environmental media (sediment, soil, surface and groundwater) samples for physical, chemical, and bacteriological analytes. Contractor shall also carry out bi oassays and bioaccumulation testing in accordance with specifications and procedures of the bid solicitation package. The primary purposes of sampling and testing (for individual delivery orders) are one or more of the following: 1) sediment characterizati on to determine dredged material disposal options (unconfined marine or estuarine aquatic or upland), 2) waste acceptance criteria for landfill disposal (Title 22, 66261.24, California Code of Regulations), and 3) evaluation in NEPA documents. 3. Instructions for Submittal of Bid Package This announcement is open to all firms regardless of size. If the selected firm is a large business concern, a small business subcontracting plan will be required prior to award. Firms wishing to receive copies of Solicitation # [Contracting Division furni shes], may contact this office within 30 days from the date of this advertisement. It is anticipated that issuance of the solicitation will occur on or about April 11, 2003. The Government expects to award to indefinite delivery order contracts to run for a 12-month period starting on or about May 2003. The contract will contain an option that they can be renewed twice for additional periods of 12 months. Cumulative total for the all individual definite delivery orders under each contract will not exceed $2 million for the base year and each subsequent year (total $6 million). The contract will include rate schedules shown separately for direct labor, overhead and profit for the base year and subsequent years. At the time a specific requirement for a work or der becomes known, the Government will forward a scope of work to the Contractor, and a final price for the individual job will be negotiated in accordance with the terms of the indefinite delivery order. Firms desiring consideration must submit a SF 254 , if not already on file, and a SF 255 by Close of Business (COB) on 13 March 2003 to the attention of Mr. Thomas Stallings, USACE, Contracting Division, 333 Market Street, San Francisco, California 94105-2197.
