- The U. S. Geological Survey, Menlo Park, CA intends to negotiate on a sole source basis with Sea Engineering, Inc., Waimanalo, HI under the authority of FAR 6.302.1. The proposed contract is for research resulting in a report to be usable as a reference document on methods to mitigate the impacts to coral in the Commonwealth of the Northern Mariana Islands. Qualifications required for this task include experience in ocean and coastal engineering, aquatic environmental services and marine construction in the Pacific Basin; experience in the planning, design and environmental monitoring of marine civil works projects in the CNMI and Hawaii; a minimum of twenty years experience in investigating the effects of stress due to natural and human impacts in coral reefs in Hawaii and the Pacific Islands; experience in developing models for ecographic decision model systems in ecological settings; experience in the development and field site application of a generic complex systems model for evaluating coral reef impacts, quality and economic valuation; experience and publication record in developing a generic complex systems model to achieve a target coral reef quality by identifying an optimal set of interventions and the following education of Contractors/Subcontractors: Ph.D. in Geography with a background in systems and multicriterion decision-support modeling with demonstrated experience in its application to the analysis and management of coral-reef ecosystems and Ph.D. in Oceanography with publishing history in the subject areas of marine ecology, reef ecosystem stress, and environmental impact assessment due to near shore activities such as marine construction and dredging and resort and urban development.
