Description
THIS SOLICITATION IS HEREBY BEING ISSUED ON AN UNRESTRICTED BASIS INVITING FULL AND OPEN COMPETITION. This procurement is for the award of a Firm Fixed Price Construction Contract using 90% Plans and Specifications. The work includes the repairs of the existing Mole Pier, Pier 8 and the South Quay Wall at Truman Harbor. The project is to repair the outer and inner mole berth including all existing utilities. Repair Pier 8 including all existing utilities; the south quaywall; and the outer groin wall. The project will also demolish approximately 9,300 sq ft of the existing Mole Pier tip and install 130 LF of new steel sheet pile bulkhead to close the opening created by demolition of the Mole Pier tip. Additionally, repairs will be made to the primary electrical distribution system and asphalt paving. Total calendar days for contract completion is 555 calendar days from contract award. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be BEST VALUE to the Government, price and technical factors considered equally. This procurement will be evaluated based on the following factors: FACTOR A ? Past Performance, FACTOR B - Small Business Subcontracting Effort (applies to small and large business); FACTOR C ? Technical Qualifications; and FACTOR D ? Technical Approach. The Government reserves the right to negotiate with any or all proposers; to award the contract to other than the offeror submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. The Government reserves the right to award the Option Items within 150 calendar days from contract award. The option items will be evaluated at the time of award. OFFERORS ARE ADVISED THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS IF POSSIBLE. Therefore, proposals should be submitted initially on the most favorable terms. Offerors should not assume they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR PLANS AND SPECIFICATION. NOTICE OF SITE VISIT: There will be a pre-proposal conference and site visit on 18 March 2003 at 9:00 A.M. at Building 2076, in the Flying Conch Lounge, Trumbo Point Annex, Key West, FL. Anyone planning on attending the conference is required to email their names, Social Security Numbers and the Company name, address and phone number to Lt. Banach at banachjl@efdsouth.navfac.navy.mil. All offerors must be registered in the Contractor?s Central Registration (CCR) in order to participate in this procurement. The website for CCR is http://www.ccr2000.com. The Government intends to issue this solicitation on the WEB only at http://esol.navfac.navy.mil on SATURDAY, 15 March 2003. Proposal will be due Tuesday, 22 April 2003. If for some reason(s) the issue date is not met the Specification will set the new issue and proposal due dates. Prospective Offerors MUST register themselves on the web site. The official plan holders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The estimated range is between $13,000,000 and $15,900,000. The estimated days for completion is 555 calendar days.
