Description

The United States Postal Service is seeking to pre-qualify suppliers to provide a turnkey solution to operate and maintain the William F. Bolger Center for Leadership Development (Center) located at 9600 Newbridge Drive, Potomac, Maryland. The Center is a full service conference center providing lodging, food service and meeting space, it is located on an 83.3 acre site, of which approximately 38.3 acres consist of developed buildings, recreation areas, roads and parking lots. The remaining 45 acres consist of grasslands and woodlands. Suppliers must be able to perform at thc prcmicr level to ensure the learning environment and guest services exceed customers' expectations. Activities required include: l. Sales and Marketing 2. Hotel Reservation Services 3. Housekeeping and Guest Services 4. Food Service 5. Conference Planning 6. Business Office Operation 7. Audio-Visual Services 8. Engineering and Plant Maintenance Services 9. Security Services 10. Transportation Service 11. Preventive Maintenance Services And any other services normally expected at a full service conference center. As a minimum suppliers must provide the following: 1. Performance Capability: Information demonstrating that the company has the necessary organization, experience, accounting and operational controls and technical skills to ensure acceptance contract performance. 2. Current and Past Performance: The supplier must provide information and references that will document a record of satisfactory performance on contracts of similar size and scope. Satisfactory performance is defined as (a) quality of service, (b) timeliness of performance, (c) control of costs, (d) customer satisfaction. 3. Quality Systems: The supplier must provide information documenting the quality systems they use to ensure customer satisfaction. 4. Management Philosophy and Vision: The supplier must provide specific examples of how their company's management philosophy and vision have been reflected in quantifiable results in the areas of customer and guests satisfaction, innovating pricing plans to maximize customer ROI, examples of true partnering arrangements with clients, marketing strategies and the company's mission statement. 5. Financial Responsibility: The supplier must provide adequate information to demonstrate their financial capability and if the company has the necessary working capital and/or resources to perform under the contract 6. Supplier Diversity: The supplier must provide information regarding their company's supplier diversity and subcontracting opportunity programs. Supplier submissions will be evaluated using an adjectival rating system of Excellent, Very Good, Average and Unacceptable. Only those suppliers receiving a rating of Excellent or Very Good will be placed on the pre-qualified list. This list will be maintained for three years. Submission Requirements: Response packages must be submitted to: Purchasing Service Center, ATTN: Mark Treese, 225 N. Humphreys Boulevard, Memphis, TN 38166-6260. All prospective suppliers must submit the required response packages with one (1) original and five (5) copies to be received on or before 4 p.m., March 24, 2003.
