Description
This is a sole source combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number DTCG40-03-Q-60473 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The applicable North American Industry Classification System standard is 235950. The small business size standard is $ 12.0 million. The U.S. Coast Guard Engineering Logistics Center is building a new warehouse at the USCG Yard in Curtis Bay, MD. Upon completion of the new warehouse the contents of our Columbia warehouse will be transferred. The Columbia warehouse is located at 6751 Alexander Bell Dr., Columbia, MD 21046 and the new warehouse will be located at 2401 Hawkins Point Rd., Baltimore, MD 21226. The new warehouse is approximately 22 miles from Columbia. The anticipated move date is January 2004. The U.S. Coast Guard will give 30 calendar days advance notice to proceed. Normal working hours are Monday ? Friday 7:00 am ? 4:00 pm., E.S.T. The U.S. Coast Guard requires the disassembly, transportation and reassembly of the White carousels and associated mezzanine in the Columbia warehouse. The requirement consists of disassembly of 11 White Carousels and associated mezzanine located at 6751 Alexander Bell Dr., Columbia MD 21046. The carousels will be emptied by the U.S. Coast Guard prior to disassembly; Transporting carousels to USCG YARD, 2401 Hawkins Point Rd., Baltimore, MD 21226. Loading docks and ramps are available at both locations. No government furnished equipment will be available. Reassembly of carousels and associated mezzanine, tested and certified to be in working order. A site visit for all interested parties to be held on 5 March 2003. Offeror shall include a complete copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (July 2002), which can be downloaded from this site. Offerors that do not have access to these certifications may request a copy from the point of contact. It is anticipated that a non-competitive sole source purchase order will be issued to White Systems and/or their authorized distributors. This non-competitive acquisition shall be processed in accordance with FAR Subpart 6.302-1(a)(2)(ii). However, all responsible sources who believe they have the necessary staff and resources to provide the described services should submit a complete capability statement (including documentation clearly demonstrating their capabilities which should reference prior experience in relocating White carousels and where they anticipate buying White parts if necessary) with their quotation, which shall be evaluated by this agency. Written quotations are due no later than 11 March 2003 via fax to Mrs. Dreszer stating pricing and length of time to complete the move. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), short-term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
