Description
Request for Quotations "Executive Leadership Development" Seminars The U.S. Office of Personnel Management is soliciting price quotations to perform the services described in this request for quotations (RFQ). This procurement is set aside for competition among small businesses only. The North America Industrial Classification Code (NAIC) is 611430 with a size threshold of 100 or fewer employees for determining if a company is considered small business for purposes of this acquisition. The work will consist of three segments: 1) the design and staffing of two separate and unique one-week long seminars, which are a part of the Executive Leadership Development Seminars (ELDS), and which are to provide leadership training to the Phoenix Area Indian Health Services (PAIHS) to be conducted July 28-August 1, 2003 (session two), and August 18th -22, 2003 (session three), 2) the delivery of the aforementioned week-long seminars at the Western Management Development Center (WMDC) in Aurora, Colorado (a suburb of Denver), and 3) the evaluation and design improvement of each completed seminar based on WMDC staff and participant feedback. This work will support the delivery of leadership training in the ELDS whose primary mission is to ensure new competencies and fresh perspectives to the current and future leaders in Indian health care settings by developing partnerships with various tribes, universities, foundations and other organizations. The WMDC plans to conduct the seminars in 2004 and 2005 as well. We expect each seminar will be attended by up to 40 participants from the Indian health services. Any proposal must cover all three segments. Partial proposals will not be accepted. After all proposals have been submitted, the responsible WMDC Associate Director and WMDC Contracting Officer will evaluate the proposals and award a contract for the seminars based on the criteria included in this request for quotation. Each respondent to this RFQ will be evaluated to determine their ability to meet the primary learning objective of delivering leadership training through to accomplish the mission of the ELDS. A second evaluation criteria will be the price to deliver the work as outlined above. The technical evaluation results will be significantly more important than price in determining the successful offeror. The dollar amount of this award will be less than $100,000 . The design of the respective seminars must be responsive to these following topics for the Indian Health Care Executive participants of the ELDS for the following seminars; July 28-August 1, 2002 1. The manner in which health care is financed in the United States 2. Budget and Finance 3. Data and Information systems in Indian health Care 4. Law 5. Integrity and Ethics 6. Strategic Planning 7. Decision Planning Case Studies 8. Building Constructive relationships in Indian Health Care August 18-22, 2003 1. Conflict Resolution 2. Negotiations 3. Executive Communication 4. Stress Management 5. Partnerships, Collaborations, and Alliances 6. Visionary Strategic Plan The curriculum for both of the aforementioned seminars must be supported by: 1. Education and practice in working with computers to develop skills in the use and understanding of various management software programs such as Excel and PowerPoint. 2. Faculty-led instruction and practice using Internet technology and Web-based information systems that will facilitate the development of appropriate administrative skill-sets as well as complement decision-making. 3. The use of case studies and group process to advance the development of presentation skills and team development. 4. The provision of ample time with the faculty for advice, and counseling. 5. The development of the program in such a way that it could be modified to obtain CME accreditation for physicians and nurses if the client so desires at a future point in time. 6. A faculty with the experience, knowledge and ability to self-organize and conduct themselves as an independent work team in ensuring the proper delivery of the seminar scope described above. 7. A faculty well versed in responding to the special need of the participants on a one-to-one basis as well as advising the participants on strategies that can meet their needs. Emphasis is placed on the faculty's knowledge and experience in the use of E-learning types of software, technologies, and resources to meet participants' special needs. DELIVERY The proposal must also include preparation for and the actual delivery of the seminars on the dates specified. The preparation consists of timely submission, i.e., 3-4 weeks in advance of first day of seminar, of all materials and supplies for which the successful contractor will require the assistance of the WMDC in reproduction of materials, notification of participants or other such logistical requirements. The WMDC will prepare separate purchase orders to provide honoraria for the resource persons identified by the successful contractor, with the understanding that no honorarium may exceed $2,500, the WMDC's standard rate of compensation. The names of all resource persons and identification of those specific individuals who should receive honoraria will be provided to the WMDC Program Manager at least 1 month in advance of the first day of the seminar. If government employees are identified, honoraria will not be paid. Travel, lodging, and meals will be provided by the WMDC for all resource personnel during the seminar. The WMDC will also provide (either in kind or at standard government rates) travel, lodging and meals for successful contractor engaged in any on-site simulation activities during the course of the seminar. The successful contractor will also provide biographical statements for all speakers and resource persons participating in the two seminars. This information will be provided to participants in their seminar materials. EVALUATION CRITERIA The following criteria will be used by the WMDC to review, evaluate, and select the subject contractor: EVALUATION CRITERIA The following criteria will be used by the WMDC to review, evaluate and select the subject contractor. The criteria are listed in descending order of importance. Technical/Management Evaluation Criteria The successful contractor shall demonstrate their experience and expertise in the design and delivery of two, intensive one-week residential seminars that is focuses o providing Indian Health Services ELDP participants with a meaningful experience which transfers knowledge to participants about the entire Indian Health Services Leadership mission. The Kirkpatrick Four Level training evaluation model will be used s a reference for this evaluation. Evidence of specific experience in design and delivery of similar seminars to Federal government audiences must be provided. Materials such as participant evaluations, client evaluations or client referrals of these similar seminars shall be provided to demonstrate level of success. The successful contractor will be evaluated on their ability to meet or exceed customer requirements and obtain high ratings from seminar participants. The sample simulation materials will be evaluated for appropriateness and significance in transferring the knowledge to all participants. Again, the Kirkpatrick Four Level training evaluation model will be used as a reference for this evaluation Submission of Quotations Each individual or company should submit a price quotation that consists of two parts: a technical proposal and price quotation. The technical proposal should contain the following: 1) proposed agendas for each of the seminars; 2) a list of proposed presenters and their respective topic(s) for the seminar; 3) a detailed description of the group processes and IT-type curriculum 4) actual case materials to be used in the seminars; 5) materials demonstrating experience with similar seminars in the Federal government; 6) past seminar participant and/or client evaluations; 7) at least 3 references from your client contact information Offerors should propose a firm fixed price quotation for providing all services proposed. The price quotation should contain a breakdown of expenses associated with all required services, including, but not limited to: presenter and staff honoraria, seminar and simulation materials, travel, and estimates of any other associated seminar costs. Evaluation of Quotations The WMDC will award a purchase order to the company that offers the best value to the Government considering primarily their technical excellence and, secondarily, their total proposed price for performing the services described in the RFQ. For this procurement, technical excellence is significantly more important than price to the Government in making its award decision. Technical Proposal Evaluation The following criteria will be used by the WMDC to review and evaluate technical proposals. They are listed in descending order of importance: Criteria 1) Demonstrated ability to design and deliver 2 successful one-week seminars for Indian Health Services ELDP. 2) Demonstrated ability to design and deliver a successful curriculum as the one described in The "Design and Staffing" section above. 3) Cost 4) Thoroughness and overall appropriateness of all documents and related case materials for the ELDP 5) Experience performing the same or similar work for the U.S. Office of Personnel Management's Office of Executive and Management Development, other Federal agencies, or the private sector.
