- The Health Resources and Services Administration (HRSA) is soliciting proposals in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations (FAR). The purpose of this procurement is to provide technical assistance to the Demonstration Project Development and Evaluation Branch of the HIV/AIDS Bureau to develop grant guidelines for two Special Projects of National Significance (SPNS) for 2004 (Women's Initiative and one to be determined). This will include researching emerging issues to be addressed in the two grants, writing the Federal Register Notice of Availability of Funds, and developing grant funding guidance. The contractor will also facilitate grant reviews for three SPNS 2003 efforts (Peer Support Models for Caribbean People Living with HIV/AIDS, Integrating HIV Prevention with Care, and Limited Competition of HIV Outreach and Intervention Model.) This will include developing a list of possible grant reviewers, recruiting the reviewers, instructing them on the grant review process, assigning appropriate reviewers to each application, facilitating the grant review, and providing a one page abstract of each applicant's grant proposal with a recommendation for funding. The period of performance is one year. The solicitation shall be released on or about February 7, 2003, and can be downloaded from www.fedbizopps.gov by looking in the main menu under HHS/ office- Health Resources and Services Administration/ locations-Division of Grants and Procurement Management-posted dates. It is the offerors's responsibility to monitor the site for questions about or amendments to the solicitation.
