- Description
- This synopsis is issued for comments on the draft Performance Work Statement (PWS) only. This requirement is an OMB Circular A-76 Cost Study for the Human Resources Services and Information Center (HRSIC), Retiree and Annuitant Services Branch (RAS) in Topeka, Kansas. The requirement for this acquisition is to provide retiree and annuitant support services, which include pay and personnel services, to USCG and National Oceanic and Atmospheric Administration (NOAA) retirees, reserve retirees, survivor annuitants, former spouses, and former members of the lighthouse service. Pay and personnel support services include entitlement determination, pay action, education, counseling, and day-to-day communications from the time the member enters retirement until death. Similar support shall be provided to survivor annuitants as well. Work for these support services includes but, is not limited to, establishing and maintaining retirement, reserve retirement, and annuitant accounts; providing payroll accounting; processing monthly and supplemental payrolls; providing customer service; and processing reports. Currently, RAS provides support to a customer base that consists of approximately 37,300 USCG and NOAA retirees, annuitants, and Former Spouse Protection Act (FSPA) recipients. At the same time, it provides non-pay customer service support to approximately 2,500 personnel. A copy of the Performance Work Statement (PWS) can be obtained from FedBizOpps following this listing. Interested parties are strongly encouraged to download their own copy of the draft PWS. Industry comments will be fully considered in preparation for the final PWS. The USCG will not provide individual responses, and requests that no general telephone or email inquiries be made to the Contracting Officer or any USCG employee.
