Description
MARKET RESEARCH FOR ENVIRONMENTAL CA STUDY AT NAVAL AIR STATION JACKSONVILLE, NAVAL STATION, MAYPORT, FL AND NAVAL STATION GUANTANOMO, CUBA Purpose. To perform a market survey IAW FAR Part 10. OMB Circular A-76 Cost Comparison Study. As stated in the Commerce Business Daily, sources are sought. The purpose of this study is to determine the most efficient and cost effective method of providing environmental services at Naval Air Station Jacksonville, Naval Station Mayport, Cecil Field Commerce Center, Florida and Naval Air Station Guantanamo, Cuba. The study will determine whether these services will be performed under a contract with commercial sources or by the federal work force. A Government Request for Proposal (RFP) to provide these services is being developed and will be issued within six months. A commercial contract may or may not result depending on the outcome of a best value comparison. Background Information. The Public Works Center, Jacksonville, (PWC JAX), is a tenant command residing on Naval Air Station Jacksonville and currently provides environmental services to the Naval Air Station Jacksonville (NASJAX), Naval Station Mayport (NSMYPT), Cecil Field Commerce Center and Guantanamo Bay, Cuba (NSGTMO). Scope of Requirement. The Service Providers (SP)?s responsibilities include all planning, programming, administration and management necessary to perform all requirements specified in the RFP. The SP shall assume all costs associated with labor, management, supervision, tools, materials, equipment and transportation necessary to perform in accordance with the contract requirements. The SP also shall perform all related SP administrative services necessary to perform the work to include, but not be limited to quality control, environmental sampling, hazardous waste handling, job order completion, SP financial control and maintenance of accurate and complete records, file and libraries of documents to include Federal, State and local laws, regulations, codes, technical manuals and manufacturer?s instructions and recommendations which are related to the functions being performed. The SP shall provide related services such as formatting data for automated systems inputs and database maintenance, preparing and providing required reports, compiling historical data, performing administrative activities and submitting necessary information as specified. This list is not intended to be all inclusive but rather to provide an overview of the variety of services required to support the Mission of Naval Air Station Jacksonville, Naval Station Mayport, Cecil Field Commerce Center and Naval Station Guantanamo Bay, Cuba. Period of Performance/Estimated Value. Base year and four(4) one year option periods. Anticipated contract type is a combination firm fixed-price (FFP) and indefinite demand/ indefinite quantity (IDIQ). The range for the base and 4 options is between $3,000,000 and $5,000,000.
