- Description
- The Naval Undersea Warfare Center Division, Newport, anticipates acquiring by negotiation, services in support of Operating Guidelines and Training for Anti-Submarine Warfare. The Statement of Work will cover Operational Guideline Development, Source Material Analyses, Engineering Change Proposal Impact Analyses, Functional Task Analyses; Training Materials and Course Development, Training Exercise Scenario Development; Course Instruction, Technical Problem Resolution, etc. The resulting contract will be an Indefinite Delivery/Indefinite Quantity type with Cost Plus Fixed Fee, Term and Completion provisions. The period of performance will be five years from the date of contract award. The total estimated level of effort is 70,000 man-hours. This is a follow-on effort to contracts N66604-98-D-1677, 1840 and 1841 with Anteon Corporation, Sonalysts, Inc. and General Physics Corporation respectively. Award will be made on the basis of Best Value to the government. The government reserves the right to make multiple awards if determined to be in the best interests of the government. The evaluation factors will be Personnel, Past Performance and Cost. Key Labor categories are as follows: Analyst III - 24,000 hours and Analyst II - 15,000 hours.
