Description
The Fleet & Industrial Supply Center (FISC) Jacksonville intends to issue a Request for Proposal (RFP) for Information Management (IM) support services for all training information systems and legacy software applications that support the Chief of Naval Air Training (CNATRA). The North American Industry Classification System (NAICS) code for this acquisition is 541513 with a small business size standard of $21 Million. You must be small under the size standard to compete and must be certified Section 8(a) Program on the date proposals are due. This is a follow on requirement, previously awarded as a Sole Source 8(a) award to Probado Technologies. Services include, but are not limited to, identification of requirements, analysis, design, development, testing, delivering end user training, continuous maintenance, query development/processing and complete system life cycle documentation. As a minimum, the contractor will support STASS-Flight, TMS2 and the T-45 Training Integration System (TIS) and provide support for other developed systems as required. Additional support will include the Joint Primary Aircraft Training System (JPATS) - Training Integrated Management System (TIMS), including the Headquarters Flight Training Support Center (FTSC); all NATRACOM aviation training courseware support; the Introductory Flight Screening (IFS) program at NASC; and support of all future Information Technology (IT), Knowledge Management (KM) and Computer and Information Systems Engineering requirements associated with CNATRA Headquarters, the NATRACOM and NRS. The services will be provided for the Chief of Naval Air Training (CNATRA) headquarters staff, Navy Region South (NRS), the Naval Air Training Command (NATRACOM) at Corpus Christi, TX and the NATRACOM training sites at Kingsville, TX, Pensacola, FL, Meridian, MS, and Vance, OK. The requirement is for a base period with four one-year options. A firm fixed price contract is anticipated. All responsible sources may submit a proposal, which shall be considered by FISC Jacksonville. Upon its release, the solicitation will be made available electronically at www.eps.gov or www.neco.neco.navy.mil. A hard copy of the solicitation will not be made available. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award.
