Description
This is a Request for Quotation (RFQ) from the National Marine Fisheries Services (NMFS) in collaboration with the Rhode Island Department of Environmental Management (RIDEM) to Certified Shellfish Growers to provide shellfish hatchery services. The RFQ is to provide one or more of the following: (1) four million quahog seed; (2) one million oyster spat set on shellbags; and (3) two million northern bay scallop seed. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number WC133F-03-RQ-0113 is issued as a Request for Quotation (RFQ). This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-12. All the line items will be delivered or picked up in accordance with the specification listed below. Prices quoted shall include cost of delivery, if required, in accordance with FAR 52.247.34, F.O.B. Destination (Nov 1991). Date of delivery is stated in the specifications listed below. The provisions of FAR 52.212-1, Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-4, Contract Terms and Conditions - Commercial Items (FEB 2002); and FAR 52-212-5, Contract Terms Conditions Required to Implement Statues or Executive Orders - Commercial Items (May 2002) and FAR52-216-27 Single or Multiple Awards (October 1995) apply to this acquisition. Include FAR 52.212-3, Offer of Representations and Certifications - Commercial Items (July 2002) with your quotation. FAR and FAC clauses are available on the Internet Website http://www.arnet.gov/far. Signed and dated quotes must be submitted to the U.S. Department of Commerce, NOAA/CASC, ATTN: AMD/Jennings, Room 1756, 601 East 12th Street, Kansas City, Missouri, 64106. Quotes for any of the line items must be received on or before 2:00 p.m. CST, March 17, 2003. Quotes may be faxed to 816-426-7530/ ATTN: J. Jennings. Quotations are being solicited on a multiple award schedule. Offerors may submit a quote on one or more of the line items. Award will be made to the lowest price, responsive, responsible offeror who demonstrates compliance with the requirements of this solicitation by line item. Quotes shall include both unit price and total price. Offerors are not required to submit a quote on every line item. The Government may award to multiple offerors. The Government may request samples from the offerors in the competitive range before award. The NAICS for this procurement is 311712. This is a 100% small business set-aside. Item 1. Provide live, healthy quahog (Mercenaria mercenaria) seed by custom spawning Rhode Island "white" (native, non-notata) adult quahogs. The Government will provide the contracted hatchery with requisite, disease-free brookstock. The quahog seed shall have a shell size of 2+mm at the time of delivery. The quahog seed shall be delivered to the RIDEM's Coastal Fisheries Lab, 331 Succotash Road, Jerusalem, Rhode Island on or before June 15, 2003. Offerors shall provide the following: 1) Brief, succinct cover letter expressing interest in responding to this announcement and deliverable, a brief company overview, resume, and hatchery and business experience. The cover letter shall include the firms contact information including address, phone and fax numbers and email address. 2) Scope of services page indicating the hatchery deliverables for this project including the amount and size of seed that will be supplied within the range amount stated herein, and the total cost of the seed that will be supplied to the Government by the date indicated above. 3) Shellfish Pathology Report stating "Disease Free" seed prior to shipment into the State of Rhode Island; and 4) Brief description detailing how seed was held in nursery setting and verify animals were fed a cultured algal diet up to the time of the shipment into Rhode Island. Quahog Seed Production Description: 4 million, 2+mm Quahog seed, Unit Price Per 1000: $__________ Total cost including disease testing and delivery: $__________ Item 2. Provide live, healthy northern bay scallops (Argopecten irradians), which are disease-free, with brown and/or other dark shell coloration and preferably with a color band or other phenotypic marking on at least one of the shell valves and a shell size of 25+mm at the time of delivery. Offerors shall specify if they will be able to morphologically mark the shell of the scallops for stock release identification purposes. Offerors may offer less than the maximum bid amount of 2 million, however, offerors must indicate the minimum number of live, healthy scallops guaranteed for delivery. The scallops must be delivered on or before October 1, 2003. Offerors shall provide the following information: 1) Cover letter expressing interest in responding to this bid announcement and deliverable, and a brief company overview, resume and hatchery/business experience not to exceed four (4) pages; 2) Scope of services page indicating their deliverable for this project including the amount of seed guaranteed within the amount stated, the size of the seed, any shell marking alternatives and the total cost of the seed number and size that will be supplied by October 1, 2003; 3) Shellfish Pathology Report stating "Disease Free" seed prior to shipment into the State of Rhode Island; and 4) Brief narrative detailing location where seed will be grown, how seed will be held in nursery setting type and verify the animals were fed a cultured algal diet up to the time of the shipment into Rhode Island. Bay Scallop Production Description: 2 million, 25+ mm Bay Scallop Seed, Unit Price Per 1000: $__________ Total cost including disease testing and delivery: $__________ Item 3. Provide live, healthy Eastern Oyster (Crassostrea virginica), a total of 1+ million, live, spat set on cultch shellbags. The Government will provide the contracted hatchery with healthy brook stock and 500 ocean quahog/surf clam shellbags to serve as the settlement substrate for the remote setting process. Offerors shall provide production of eyed-larvae, flow through setting system, 1+ million set spat, phytoplankton enrichment and nursery capabilities for oyster spat until shell bags are ready to be picked-up by RIDEM staff at the bidders facility. Offerors shall also provide the following: 1) Brief, succinct cover letter expressing interest in responding to this bid announcement and deliverable, a brief company overview, resume, and hatchery and business experience. Offerors cover letter shall include your contact information including address, phone and fax numbers and email address; 2) Scope of services page indicating their deliverable for this project including the amount and size of seed that will be supplied as stated herein, and the total cost of the seed and disease certification that will be supplied to the Government by the date indicated; 3) Shellfish Pathology Report stating "Disease Free" seed prior to shipment into the State of Rhode Island; and 4) Brief narrative detailing location where seed will be grown, how seed will be held in nursery setting type and verify the animals were fed a cultured algal diet up to the time of the shipment into Rhode Island.
