Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Spectra Physics Laser, Incorporated of Mountain View, California for one (1) each Vanguard 2000-HM 532 Laser System. The sole source determination is based on the need for this Vanguard 2000-HM 532 Laser System to replace a failed CW Nd: YAG mode-locked laser, which was used as the front end for a pulse compressor in a picosecond dye laser system using three synchronous dye lasers. A replacement laser must be capable of producing >1.5 watts of 532 nm, 10 ps or shorter duration pulses at fixed 80 MHz with a frequency stability/drift of <50 Hz/hr or better to allow drift-free operation of the three dye lasers. It must also provide output at 1.064 nm to seed the regenerative amplifier. Spectra Physics Laser, Incorporated is the only known vendor who can provide a Vanguard Laser System that is completely compatible with the existing NIST system comprised of a Spectra Physics model 3800 CW Nd:YAG laser, model 3695 pulse compressor and three model 3500 synchronous dye lasers and the aforementioned requirements. The delivery time for this requirement is within 120 days after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order utilizing Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by March 12, 2003. NOTE: This acquisition is Subject to the Availability of Funds. Please reference clause 52.232-18, Availability of Funds for additional information. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334516 with a size standard of 500 employees. A determination by the Government not to compete this requirement is based upon responses to this notice is solely within the discretion of the Contracting Officer.
