- Pacific Northwest National Laboratory (PNNL), operated by Battelle Memorial Institute under contract to the U.S. Department of Energy, solicits interest from companies interested in obtaining license rights to market and distribute the following technology to government agencies. License rights may be issued on an exclusive or nonexclusive basis and may include specific fields of use. PNNL may also be available to licensee(s) to assist in further research and development of the technology under a sponsored research. The Technology: Pacific Northwest National Laboratory's Starlight Information Visualization System ( http://starlight.pnl.gov/ ) is a forerunner of an emerging new class of information systems, one that couples advanced information modeling and management functionality with a visualization-oriented user interface. This approach makes relationships that exist among the items in the system visible, enabling exciting and powerful new forms of information access, exploitation, and control. Any company interested licensing this technology must respond with a letter of interest (may be submitted by e-mail) no later than 60 days from the publication date of this Notice summarizing the company?s business and technical expertise and motivation for pursuing this opportunity. Such information may require an executed Nondisclosure Agreement. Respondents wishing to enter into negotiations for a license will be required to submit a brief business plan prior to licensee(s) selection and negotiations. Some of the desirable characteristics of a Govt. distribution partner are: ISO 9000 Certification (certified distribution management mechanisms); worldwide sales coverage, in particular, the U.S., Europe, and Pacific Rim; comprehensive marketing capabilities; expertise in E-Government initiatives; availability of implementation, support, and consulting services; expertise in Security and Crisis Response and Management (key Govt. markets); marketing relationships with all key Govt. agencies, including but not limited to DOD, DHS, DOJ, NIH, and NASA; existing infrastructure for supporting the above organizations; availability of a wide range of contracting vehicles; availability of leasing options; and expertise in networking and storage technologies. Please send letters of interest to the attention of the POC identified within this Notice.
