This is a combined synopsis/solicitation for commercial item services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and a written solicitation will not be issued. BLM Solicitation No. NAB030055, Campground Maintenance Services is issued as a Sealed Bid. The incorporated provisions and clauses in NAQ030028 are those in effect through FAC 2001-11. Technical Requirements: 1 GARBAGE DISPOSAL: All garbage and trash, including litter (paper plates, cans, bottles, gum wrappers, cigarette butts, etc.) not deposited in garbage containers, are to be removed to the only approved dumpsite at Glennallen. Policing for this purpose shall cover the campsites, outhouse locations, garbage receptacle areas, and picnic facilities. The Contractor may suggest dumpsite locations that may be accepted by the Contracting Officer if the Department of Environmental Conservation approves them. Anticipated garbage volume for each day of scheduled garbage pickup is 5 cubic yards or more during periods of moderate campground use and 10 cubic yards or more during periods of heavy campground use. Each garbage run requires a 200-mile roundtrip. (a) Garbage cans shall be kept tightly covered to exclude insects and rodents. (b) Garbage shall be collected on Monday, Wednesday and Friday, of each week with additional pickup on days which follow the federal holidays of Memorial Day, Labor Day, and Sunday of the 4th of July holiday weekend and deposited in designated dump. (c) All soiled receptacles shall be scrubbed with disinfectant cleaner on the day they are encountered. All garbage containers shall be relined with a new plastic bag as garbage is removed. (d) All garbage shall be transported from the campgrounds on the same day it is collected from the garbage cans. No garbage shall be left in the campground. The Contractor must have back-up equipment or arrangements to ensure that the garbage shall be removed as scheduled, (e) Garbage shall be transported in totally enclosed or caged truck box, trailer, or other means of transport, (f) Prior to contract award, the Contractor shall have a written agreement that they are authorized to dump the garbage at the Department of Environmental Conservation approved facility. 2. TOILETS: Each toilet facility shall be thoroughly cleaned and supplied, Monday, Wednesday and Friday, of each week with additional cleanup and furnishing supplies on days which follow the federal holidays of Memorial Day, Labor Day and Sunday of the 4th of July holiday weekend.(a) The walls and floors and all parts of the stool assembly (inside and out) including the seat and lid shall be scrubbed with disinfectant cleaner as scheduled. Difficult stains may be removed with scouring powder. (b) Check toilet lid to see that it closes properly. (c) Eliminate odors from the toilet vaults. Example: Pour diluted disinfectant cleaner used for cleaning the toilet into the vault. (d) Furnish each toilet facility with full rolls of toilet paper. (e). Secure all toilet paper bar padlocks where provided. 3. FIREPLACES: Check and remove ashes from the fireplaces every Monday, Wednesday, and Friday, of each week with additional removal on days which follow the federal holidays of Memorial Day, Labor Day, and Sunday of the 4th of July holiday weekend. Ash buildup in excess of four inches, unburned trash and food particles shall be removed from grates and pits on the same day that they are found; 4. TABLES: Check tables every Monday, Wednesday, and Friday, of each week with additional cleaning on days which follow the federal holidays of Memorial Day, Labor Day, and Sunday of the 4th of July holiday weekend. All tables shall be scrubbed, disinfected and rinsed at least once per week and more often if needed to remove all residues and maintain clean table surfaces. 5. RECORDS/REPORTING: The Contractor shall record the total volume of garbage removed (in cubic yards) and the supplies expended (scouring powder, all purpose cleaner, disinfectant, toilet paper and liners/trash bags) on that day. These records shall be sent to BLM with the monthly invoice. Report all repair needs to the Contracting Officers Representative within 24 hours of discovery. 6. COMMERCIAL ACTIVITIES: The Contractor or any of its employees, agents, or clients may not solicit business, advertise, collect any fees, or sell any goods or services on BLM campgrounds, lands, or waters under this contract. 7. PERFORMANCE: Services for the 5 month seasons begin on May 1, 2003 for Sourdough Creek Campground and May 15 for Paxson Lake and Tangle Lake & DNW&SRW Campground and continues through September 30, 2003. 8. CLAUSES: The following clauses apply to this procurement FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-2 Evaluation-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Term and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including 52.203-6, 52.219-8, 52.219-14, 52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-13, 52.225-16, 52.232-33, 52.232-34,52.222-41, 52.222-42, and 52.222-43. Also additional clauses 52.215-5, 52.217-8 (insert 10 days), 52.217-9 (insert 30 days, 30 days and 5 years). The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Contractor's Past Performance will be considered. Provide a listing of your projects for the past three-year period which relate to this type of work. Include the dates of performance, the company name, the name of a contact person and their telephone number. If you have failed to complete any project in the last three-year period, provide any information regarding the cause or remedy of that particular situation. 10. INSTRUCTIONS TO OFFERORS Bids must be submitted in writing on a SF 1449 or on company letterhead and must include: (a) RFQ number; (b) the company name and address; (c) point of contact; (d) phone number; (e) fax number; (f) the unit price; (g) the extended price; and (h) total for each year, (i) completed copy of the FAR. 52.212-03 OFFEROR REPRESENTATIONS AND ERTIFICATIONS-COMMERCIAL ITEMS provision (j) information for past performance and (k) schedule of prices. The contract is for a term of one year with four one-year options. The standard NAICS/SIC classifications are 562111/4217. This is 100% set-aside for small business.
