Description
The Office of Personnel Management (OPM), Federal Executive Institute (FEI) in Charlottesville, Virginia intends to issue a sole source contract to the Aspen Institute for a series of Values and Leadership Seminars. These programs will draw upon classical and contemporary readings and be offered as small-group Socratic seminars. The seminars will be conducted as round-table discussion among participating executives. The ?Values and Democratic Leadership? seminar will provide executives with a broad understanding of the core values that have shaped American democracy (e.g. freedom, equality, community). The readings must draw from mostly classical sources as these have guided western political thinking. The ?Leading Change in Government? seminar will engage executives in discussions of how to lead change in a manner consistent with democratic values in our increasingly diverse and divergent times. The ?Justice, Society & Government? seminar will engage executives in examining what constitutes a just society and what justice means in the U.S. society. The ?Global Leadership? seminar will focus executives on looking at how the U.S. can best exercise values-based leadership in a global context. Readings on change, government, and leadership will help executives consider how to both preserve democratic values yet change their government institutions to meet America?s needs. FEI will offer one such seminar in each of ten four-week programs per fiscal year and 5-7 such seminars per fiscal year through the Center for Executive Leadership. No other providers have been identified that meet the standards as developed by FEI. Companies that can met the above described requirements should submit complete technical information and representative pricing that demonstrates their ability and describes their course offerings. No solicitation will be issued as a result of this notice. This notice is for the purpose of determining if sources other than Aspen Institute can meet our requirements. The government will not pay for the information provided. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of OPM.
