- This is a combined synopsis/solicitation for commercial services provided in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation SECHQ1-03-Q-0001 is issued as a request for Quote (RFQ)The U.S. Securities and Exchange Commission (SEC) requires a delivery service for a variety of newspaper and magazine subscriptions for multiple subscribers, to be delivered Monday through Friday (including editions for Saturdays/Sundays and Holidays) The first location is the SEC?s library in the Securities and Exchange Commission building, Washington D.C. at 450 5th St., NW and the second location to the lobby of the 901 E. St. building, Washington, D.C. Period of performance is from November 1, 2002 through October 31, 2003. This is a request for 100% small business-small purchase set-aside. The contractor shall deliver the following newspapers by 6:15 a.m. Monday through Friday (including editions for Saturdays/Sundays and holidays delivered on the next business workday) and during inclement weather in the estimated quantities of: 37 each New York Times, Mon-Fri; 35 each New York Times, Sat; 2 each New York Times, Sunday edition; 19 Washington Post, Mon-Fri.; 7 each Washington Post, Sat. edition; 2 each Washington Post, Sunday editions; 16 each Wall Street Journal, Mon-Fri; 3 each Washington Times, daily including Sunday; 5 each USA Today, Mon-Fri; 1 each International Herald Tribune, Mon-Sat; 1 each Los Angeles Times, Mon-Fri and Sunday; 1 each New York News, daily including Sunday; and 1 each New York Post, daily including Sunday. The contractor shall deliver the following magazines by 6:15 a.m. every Monday (including editions for holidays delivered on the next business workday) and during inclement weather in the estimated quantities of: 2 each New Republic; 9 each Barrons; 2 each Money; 4 each Forbes; 3 each Fortune; 3 each Time; 4 each Newsweek; 3 each Businessweek; and 4 each U.S. News and World Report. The contractor shall deliver the following magazines by 6:15 a.m. every Friday (including editions for holidays delivered on the next business workday) and during inclement weather in the estimated quantities of: 8 each Economist. Newspapers and magazines shall be bundled and labeled separately on each account. The contractor must have an ability to make changes quickly in quantities of ten. F.O.B. U.S. Securities and Exchange Commission, 450 5th St. NW, Room 1C00, Washington, DC 20549. The Government intends to make a single award to the responsible Offeror whose offer is the most advantageous to the Government considering technical and past performance. The Offeror will provide a detailed plan of how they plan to accomplish the effort the plan shall include a plan of action if papers are not delivered within the allotted time frame. The offeror shall provide three references demonstrating experience, within the last two years, performing similar effort to that specified in this solicitation, The minimum criteria for the references information shall include: (1) Name, address, telephone number, and customer point of contact. (2) Type of customer, (i.e., federal, state/local, commercial/private organizations. (3) Contract number, order number, or equivalent reference number. (4) Total value of the contract/order award and total value of the contract/order at completion (or to date) and/or total value of the lease order award and term/period of the lease. (5) Required delivery schedule and actual delivery schedule. (6) Description of the effort performed. .Documentation shall establish a bona fide capability to meet the above requirements.
