Description
The U.S. Coast Guard is looking for certified HUBZone firms that may be interested and have the capabilities to perform dockside repairs to USCGC STEADFAST (WMEC 623), a 210? medium endurance cutter, homeported in Astoria, OR. The vessel?s availability is for fifty-one (51) calendar days, starting 22 July 2003 through 12 September 2003. The work will include, but is not limited to; production control GANTT Bar chart, provide; helicopter talon grid inspect & test, overhaul fixed and roll-down windows, renew galley deck & bulkhead metal, repair of underside bridge wing, tanks (hydraulic oil storage & service) clean & inspect, tanks (MP fuel stowage and overflow) clean and inspect, tanks (aviation fuel, stowage) clean and inspect, tanks (lube oil stowage & service) clean and inspect, port bridge wing door renewal, control air modification, main diesel engine exhaust stack uptakes commercial cleaning, ship service diesel generator exhaust cleaning, overhaul and test fuel manifolds, critical vent fans overhaul, ventilation duct cleaning, boiler shell press relief valves test, set, label, renew boiler feedwater & condensate piping, firemain valve (>=2.5 inches) inspection and overhaul, install firemain gauges in AFT repair locker, eye wash station installation, potable water pneumatic tank relief valve renewal, compressed air receivers (all) clean, inspect & hydro, inspect and overhaul electro-hydraulic steering gear system, single point davit (GEN) Level 2 inspect & test, renew underlayment & electrical matting, flight decks (exterior) preserve, temporary services, dockside provide. The HubZone firm must meet the limitations for subcontracting requirements (FAR 52.219-14) which states: ?at least 50% of the cost of contract performance incurred for personnel must be expended for employees of the concern.? The NAICS code assigned to this procurement will be 336611 with a size standard of less than 1,000 employees. The concern must be a HUBZone small business concern as defined in CFR Title 13, Part 126.103. In accordance with CFR Title 13, Part 126.200, at least 35% of a HUBZone certified firms employees must reside within a HUBZONE. The resultant contractor must maintain the minimum 35% HUBZONE employee requirement throughout the performance period of this acquisition. Firms that have been certified as a small business HUBZone by the SBA, and have the interest and capabilities to perform dockside repairs under such a requirement, should submit the following information: (a) Company name and address; (b) Company?s POC, including telephone and facsimile numbers and e-mail address; (c) a positive statement of your intent to submit a bid/offer for this requirement as a prime contractor; (d) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amount, points of contact, and telephone number(s); and (e) past performance references with points of contact and phone numbers. This information should be forwarded by 14 March 2003 to Ms. Valerie Rivera-Chase at vrivera-chase@d11.uscg.mil. Failure to submit all information requested may result in an unrestricted acquisition. A decision whether this will be pursued as a HUBZone small business set aside or an unrestricted basis will be posted at www.eps.gov.
