Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) has a requirement for a six-place, high-wing, twin-engine aircraft and two pilots to conduct aerial surveys for right whales in the Gulf of Maine and waters south of Long Island, New York. The proposed contract is 100% Small Business set-aside. The Contractor shall provide an aircraft and pilots in support of NEFSC biologists who will collect sighting and photographic data from the aircraft. The aircraft will fly at an altitude of 750 - 1000 feet at speeds of 95 - 110 knots along predefined track lines while NEFSC biologists search for whales in the water. When right whales are sighted, the aircraft will break off transect to allow the survey team to photograph the whales. Survey effort will resume after photography. Surveys may be flown over waters from south of Long Island, New York, northward to Canadian waters, and from the coast to as much as 180 nm offshore. Weather permitting, at least one survey will be flown each week over the period of performance. On average, each flight is 5 - 6 hours in duration. Extended flight over water will occur so the aircraft must have life rafts, and other safety/survival equipment for all passengers pursuant to relevant state and Federal requirements. The period of performance shall be April 1, 2003 through June 30, 2003. A downloadable copy of solicitation is attached. Copies of the solicitation may be provided in response to written or faxed requests received directly from the requestor. Telephone requests will not be honored. Offers received by March 18, 2003 will be considered for award. Award will be made on or about March 19, 2003. Numbered note 1 is applicable.
