- Potential Sources Sought to Provide A/E design services to include site evaluation, determination of requirements, recommendations and design for Mechanical Renovations Project No. 534-03-104, for the Ralph H. Johnson VA Medical Center, Charleston, S.C. Specifically, this project will replace existing 500-Ton Carrier chiller with a larger chiller to support a greater cooling load. The existing chiller will be demolished and removed from an area with limited space and could involve wall removal. Environmental concerns include but are not limited to asbestos, freon reclamation, lead based paint. New chiller will be connected to hospital DDC system. Chilled water, condensor, water, and electrical power supply shall be upgraded to support large chiller. Estimated construction cost price range: $250,000 TO $500,000. Disciplines involved are primarily mechanical/structural/electrical but others may be needed. All professional services shall be a part of the design team announced in the 254s (A/E and Related Services Questionnaire) and 255s (A/E Related Services for Specific Projects). Evaluation factors, not in priority order, shall be: 1) Team proposed for this project; 2) Previous experience of the proposed team; 3) Previous related VA Medical Center project(s) of the proposed team; 4) Location and facilities of a working office(s) within a 200-MILE RADIUS of CHARLESTON, SC, including the prime firm and consultants; 5) Other: Control of schedule of design, cost estimating effectiveness of the ten (10) most recent projects, AutoCAD 14 capabilities, Internet accessibilities, past litigation involvement, proposed design approach, cost effectiveness of the team, etc. Standard Form (SF) 254s and 255s must be submitted no later than 3/31/03. Faxed documents will not be accepted. North American Industry Classification System (NAICS) code 541310 applies and the size standard is $4.0 million. This is an unrestricted procurement, full and open competition pursuant to FAR 19.1007. SELECTION PROCESS: A: Selected VA Facilities/Engineering and Contracting staff will review all submitted experience and qualifications (AE 254s/255s) packages to determine the highest qualified firms (short listing). B: All short-listed firms will be invited to make a presentation to the VA selection board. C: The VA selection board will rank and rate all short-listed firms. D: A fee proposal will be requested from the top ranked firm. E: If the VA and the top ranked firm cannot reach an agreement concerning the cost to perform this work, a fee proposal will be requested from the second-ranked firm.
