- The Department of the Interior, Minerals Management Service intends to make a firm-fixed price, sole source award to RG2. Govworks/DOI intends to issue a Purchase Order in accordance with FAR 13.5, Test Program for Certain Commercial Items. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the National Naval Medical Center, Bethesda, MD. The medical center has a requirement for Configuration Management. As a Flagship of Navy Medicine, demands for Information Management/Information Technology functionality, Data Quality, and Network Security Services by both internal and external are increasing. NNMC seeks to maximize operational readiness and keeping the uniformed services fit to fight while delivering quality primary and tertiary care in a customer-focused environment. NNMC has emphasized a robust communication capability to ensure adequate, appropriated and secure information for decision-making. Despite this demand, Information Technology Services at NNMC has had greater requirements than resources in the recent past. NNMC seeks to establish and implement a configuration management program for NNMC. This plan shall incorporate the principles of common operating environment (COE), information security, lifecycle management and leverage resources for NNMC and the Navy sites its supports through IM/IT services. Configuration management within NNMC shall integrate and support information management and information technology throughout the facility. Configuration management for NCA Navy sites shall incorporate recommendations that maximize individual and medical referral system capabilities. Configuration management plans shall be in compliance within HIPAA regulations throughout the fiscal year. The contractor shall provide configuration management and infrastructure planning services to the NNMC. Contractor personnel shall provide technical research discussion, and recommendations for network design, configuration and management for the existing ATM. Contractors shall network participate in the planning design and implementation of any new Network, whether Ethernet, Gigabyte, or ATM. Contractor personnel will also support the preparation of the network designs to support Medical Clinics and remote changes or needs. Additional duties are the development of Standard Operating Procedures (SOPs) to ensure the proposed NNMC infrastructure architecture is fully compliant with the NNMC's existing configuration and are supported via lifecycle management. Plans shall incorporate changes proposed by all high IM/IT use areas Radiology, Navy Central IIV now developed separately into an overarching plan and structure. Input and guidance shall be obtained from Information Security and the Chief Information Officer to ensure the maximum alignment with the fiscal year concept of operations and the NNMC mission and vision. Specific tasks are as followed: Task 2.1 - PROGRAM/PROJECT MANAGEMENT SUPPORT - The Contractor shall provide program support and review planning, development, and engineering of configuration management infrastructure. Monitor and track key programs, identify key risks factors and recommend follow-up actions. Develop and deliver executive and technical briefings. Support ongoing business processes through program management and systems engineering; Task 2.2 - SUPPORT PLANNING - Establish logistics requirements definition and provide integrated logistics support planning, perform analysis and technology assessments, analyze, evaluate and monitor reliability, maintainability and availability predictions math models, surveys, and reports. Develop and maintain Life Cycle Cost analysis and perform technical studies in support of supportability issues and assessment plans. The Contractor shall develop, plan and execute technical studies of health care business solutions as they relate to infrastructure architecture. The contractor shall coordinate and facilitate development of solutions through end user collaborator Integrated Product Teams (IPTs); Task 2.3 - MAINTENANCE PLANNING/SUPPORT ANALYZES - The Contractor shall provide maintenance planning. Establish personnel manning, training, equipment and documentation requirements and standards. Provide training in the use of infrastructure applications, future infrastructure requirements, and applications. Prepare documentation on infrastructure, configuration management, and non-standard platforms; Task 2.4 - ADVANCE TECHNOLOGY SUPPORT - Shall obtain available studies and analyses in support of advanced technology efforts and demonstrations for Capacity Planning, Configuration Management, Global Enterprise Management for the MHS, Enterprise Management, Network Communications Infrastructure Management, Systems Engineering, World Wide Web (WWW) Management, IT/IM Security, Risk Management Assessment, IM/IT Special Projects and hardware and software migration. Monitor, evaluate, analyze, develop, and review technical accuracy of system requirements, architecture, issues, schedules, protocols, and documentation. Study and maintain the most current technologies to support NNMC strategic goals. The Contractor shall aid in the development and articulation of the vision of future infrastructure to satisfy strategic initiatives. The Contractor will be required to perform routine daily activities to include, but not be limited to: configuration management, infrastructure planning, and informal training in areas of expertise. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes.
