Description
The National Park Service (NPS), Alaska Regional Office, Anchorage, Alaska, is seeking one or more qualified firms to provide planning and NEPA and related environmental compliance services for its NPS units located throughout Alaska. The NPS seeks contractor support through an indefinite quantities contract to augment its own planning and compliance capabilities. The indefinite quantity contracts will be awarded for a base year plus four option years. Task orders will be issued as project requirements are developed. Task orders may be short (less than 80 hours to complete) or long in duration. The selected contractor must possess relevant experience in planning and NEPA and related environmental compliance, and be capable of providing and managing an inter-disciplinary team composed of members of the firm or sub-consultants. All work and services will be technically and legally defensible and in full compliance with the requirements of the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321 et seq.); the Council on Environmental Quality Regulations (40 CFR ?1500-1508); NPS Director's Order 2 (Park Planning); and NPS Director's Order 12 (Conservation Planning, Environmental Impact Analysis, and Decision-making). All work and services also shall comply with the Endangered Species Act, Coastal Zone Management Act, Alaska National Interest Lands Conservation Act, National Historic Preservation Act, Clean Water Act, Clean Air Act, and Executive Orders on Floodplain Management and Wetland Protection. The contractor should expect to work in close consultation with NPS personnel including NPS park managers, technical support personnel, and park staff to accomplish assigned tasks. Services may include planning and NEPA and related environmental compliance for projects ranging from site-specific construction or concept plans to park-wide general management plans. Required expertise may include, but would not be limited to, the following disciplines: environmental compliance; landscape architecture; natural resource management (air quality, plant ecology, geology, paleontology, invasive species, soils, hydrology, water quality, ecology, wildlife biology, and fisheries); natural soundscape management; wilderness values; visitor use; tourism; visual resources; socio-economics; cultural resources (anthropology, ethnography and history); transportation planning; facilitation; technical writing and editing; database development and analysis; value analysis; CAD/GIS; and graphic design. The contractor shall furnish the necessary personnel, materials, services, equipment, and facilities to provide the required services. The NPS may require the contractor to obtain the services of a recognized expert for particular tasks such as principal investigators, consultants, or reviewers.
