- SOURCES SOUGHT: The United States Marine Corps Fire Support Services Program Office, Quantico, VA is seeking potential sources to provide a Commercial Off The Shelf (COTS)/non-developmental hand held expeditionary meteorological station. This station will be used to determine surface met conditions for input into the Marine Artillery Met software program. The surface data is then used to derive upper air conditions based upon the measured variation from the standard at the surface. This handheld met station must be capable of providing atmospheric pressure, temperature, wind direction and wind speed within the following range and accuracy: 1) Atmospheric Pressure (millibars)--Range: 600 to1100mbs; Accuracy: +/- 1.0 mbs; 2) Temperature (celsius)--Range: -24 degrees to +54 degrees; Accuracy: +/- 1 degree; 3) Wind Direction (degrees)--Range: 0 degrees to 360 degrees; Accuracy: +/- 2 degrees; 4) Wind Speed (knots)--Range: 0 to 70; Accuracy: +/- 0.5 low to+/- 2.0 high; 5) Humidity--Range: 0 to 100% RH; Accuracy: +/-5%RH. The HEMS will replace existing equipment within each Met System Group at the artillery Regiment Meteorological section. The intent is for one hand held device that does all. Responses to this request for information for a Commercial Off the Shelf (COTS)/Non-Developmental Item (NDI) solution should have a system that will provide: a. Hardware: 1) Lightweight (Portable by a single Marine); 2) Handheld (Portable by a single Marine); 3) Operate using COTS batteries; 4) Resistant to the effects of environmental conditions; and 5) Be capable of operation by a Marine in MOPP IV or Cold weather gear. Industry firms capable of accomplishing the required services, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule, if applicable. Firms should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. For those systems determined to potentially fulfill this requirement, a Microsoft "PowerPoint" oral presentation to the Survey/Met Project Officer will be scheduled beginning April 25, 2003. The presentation shall include a tabletop demonstration. The presentation / demonstration shall not exceed two hours. Interested firms are requested to respond NLT April 21, 2003, stating their business size, SIC Code, and identifying a corporate point of contact. It is anticipated that a solicitation for a firm fixed price contract with a base quantity of 42 units may be issued in FY04.
