- SOURCES SOUGHT: The United States Marine Corps Fire Support Services Program Office, Quantico, VA is seeking potential sources to provide a Commercial Off The Shelf (COTS)/non-developmental survey grade, Selective Availability Anti-Spoofing Module (SAASM) compliant, Precise Positioning Service (PPS) Global Positioning System (GPS) receiver, for use in Marine Artillery Survey operations. This receiver must comply with the Chairman of the Joint Chiefs of Staff Instruction 6140.01 (CJCSI 6140.01) vis-?-vis SAASM. The receiver must be capable of providing position accuracy no less than GPS Order (C) Class 3, and Orientation (azimuth) accuracy of no less than 0.4 mils (7.111o) Probable Error (PE). The receiver must be capable of displaying Universal Transverse Mercator coordinates, to a resolution of no less than 0.01 meters, Geodetic coordinates to a resolution of no less than 0.001?. The receiver must be capable of displaying, Elevation, or Ellipsoid Height to a resolution of .01 meters. Responses to this request for information for a COTS/Non-Developmental Item (NDI) solution should have a system that will provide: a. Hardware: 1) Lightweight; 2) Operate using COTS batteries; 3) Resistant to the effects of environmental conditions; 4) Be capable of operation by Marines in MOPP IV or Cold weather gear; b. Software: 1) Must provide ability to determine and display all data required for the establishment of a common Grid in accordance with MCWP 3-16.1 Artillery Operations, and MCWP 3-16.7 Marine Artillery Survey Operations. Industry firms capable of accomplishing the required services, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule, if applicable. Firms should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. For those systems determined to potentially fulfill this requirement, a Microsoft ?PowerPoint? oral presentation to the Survey/Met Project Officer will be scheduled beginning May 16, 2003. The presentation shall include a tabletop demonstration. The presentation / demonstration shall not exceed two hours. Interested firms are requested to respond NLT May 12, 2003, stating their business size, SIC Code, and identifying a corporate point of contact. It is anticipated that a solicitation for a firm fixed price contract with a base quantity of 60 units may be issued in FY06. Suppliers capable of furnishing these items should respond in writing no later than 30 days after publication of this request.
