Description
The purpose of this amendment is to particularize the unit of measurement for the dynamic range, revised to read as follows: The U.S. EPA intends to negotiate on a sole source basis with Beckman Coulter Instruments, Inc., Hialeah, FL, for the integration, delivery, and set-up of a particle size analysis system including: variable speed fluid module, sample cell with PIDs, small volume module plus, dry powder module, micro volume module, Pentium PC system with printer, vacuum for dry powder module, which will provide reproducible and accurate results over a wide dynamic range from 0.04 to 2000 micrometers in a single scan with no further adjustment, not fewer than 140 detectors for accurately defining light scatter distribution versus angle, and signal separation into 116 size channels for maximum resolution in a given size range. The U.S. EPA believes that only Beckman Coulter Instruments, Inc., can provide an instrument that can meet these requirement. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 10 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 12. The anticipated award date is 4/10/03. See numbered note 26.
