Description
NASA/HQ plans to issue a Request for Proposal (RFP) for the Space Mission Communications and Data Services (SMCDS) solicitation, which includes services in support of five separate work packages as follows: 1. Goddard Space Flight Center (GSFC) Mission Operation & Mission Support (MOMS) 2. Goddard Space Flight Center (GSFC) Near Earth Networks Services (NENS) 3. Kennedy Space Center (KSC) Kennedy Integrated Communications Support (KICS) 4. Marshall Space Flight Center (MSFC) Huntsville Operations Support Center (HOSC) 5. Marshall Space Flight Center (MSFC) Unified NASA Information Technology Services (UNITeS) The five work packages listed above will consist of varying contract types, varying performance requirements, and will result in multiple contract awards (no more than one award for each work package). The KSC KICS work package and MSFC HOSC work package have been set aside for Small Business competition, while the other three work packages will be unrestricted (full and open) competitions. See Note 1. The NAICS Code and Size Standards for the five work packages are listed below: Title, NAICS Code, Size Standard GSFC MOMS, 541330, $23.0M GSFC NENS, 517910, $12.5M KSC MO, 517110, 1500 people MSFC HOSC, 541710, 1000 people MSFC UNITeS, 541513, $21.0M The provisions and clauses in the RFP are those in effect through FAC 01-12 and PN 97-81. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. The Draft RFP (Number 03-HAW-001) will be released on or about March 7, 2003. Prospective offerors should read the Draft RFP Cover Letter for additional information. The anticipated release date of Final RFP is on or about April 11, 2003, with an anticipated proposal due date of on or about May 27, 2003. All qualified responsible sources may submit a proposal, which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/HQ Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=04 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
