Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for Registration Fees for employees to attend the 44th AIAA/ASME/ASCE/AHS/ASC Structures, Structural Dyanmics, and Materials Conference, the 11th AIAA/ASME/AHS Adaptive Structures Conference, the 5th AIAA Non-Deterministic Approaches Forum and the 4th AIAA Gossamer Spacecraft Forum AIAA Dynamics Specialists Conference to be held in Norfolk, VA April 7-10, 2003.. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from American Institute of Aeronautics and Astronautic (AIAA) who is the only responsible source and no other supplies or services will satisfy Agency requirements. This established conference is a widely acknowledged annual event that provides a unique forum dedicated to the latest developments in the collective disciplines of structures, structural dynamics, materials, design engineering, and multidisciplinary design optimization. It would take substantial duplication of time and money for another company to provide an equitable conference. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 21, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
