Description
This is a modification to combined synopsis/solicitation number RS-ADM-03-161. The combined synopsis/solicitation number RS-ADM-03-161 is amended as set forth below. NOTE: THIS ANNOUNCEMENT CONSTITUTES THE ONLY AMENDMENT TO THE COMBINED SYNOPSIS/SOLICITATION. A WRITTEN AMENDMENT WILL NOT BE ISSUED. The above numbered combined synopsis/solicitation is amended to: (1) extend the closing date and time for receipt of proposals while responses to questions are being prepared and (2) establishes a vendor walk-through (site visit). Therefore, the closing date and time for receipt of proposals is EXTENDED from 12:00 noon, local time, on March 12, 2003, TO 3:00 P.M., LOCAL TIME, ON MARCH 28, 2003. In addition, the NRC will conduct a walk-through (site visit) on March 13, 2003 at 2:00 p.m. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. The walk through will provide the opportunity for the Offerors to visit and observe the NRC Commission Hearing Room, video set-up, and cabling location. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (1) .General Instructions- a) Each Offeror must submit to the NRC CO (e-mail address is DAK1@NRC.GOV) via e-mail or other electronic media the name, title, company name, telephone number, FAX number, and electronic mail address of the persons who will attend the Walk Through. b)The Walk Through will be given at the following location: Nuclear Regulatory Commission 11555 Rockville Pike Rockville, MD 20852-2738 (across from the White Flint Metro Station at Marinelli and Rockville Pike). There is limited parking, therefore, if possible take the Metro. If you must drive, no more than one vehicle per offeror. Note that due to security restrictions, vehicles may be subject to random inspection. Photo ID is required regardless of whether you take the Metro or drive. There is metered parking on the street. Offerors shall report to the above location to sign-in, badging, and to meet the escort. c) Offerors will be escorted on guided tours by NRC personnel. d) No more than 2 people per Offeror Team may attend. e) All questions concerning the conduct of the Walk Through should be submitted via e-mail or other electronic media to the Contracting Officer no later than 8:00 a.m. the day preceding the Walk Through. (2) Agenda, (i) Badging Procedures - Badging will take place in the OWFN Lobby. (ii) Briefing (10 minutes) - The main topics for the briefing will include at a minimum: a) NRC Environment; b) Statement of Work Overview; and c) Acquisition Process. (3) Tour of NRC Headquarters Facilities (1 hour) - The tour will include visits to the NRC: a) Commission Hearing Room; b) Control Booth; and cabling location (P-1 level). (4) Questions and Answers - There will not be a Question and Answer session during the Walk Through. Any questions following the Walk Through should be submitted via e-mail or other electronic media by 12 noon local time the following business day. Responses to the questions will be provided to all Offerors within five (5) business days after the Walk Through. (6) OFFERORS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT on each copy of the offer submitted or by separate letter or telegram which includes a reference to the solicitation number and the amendment number. FAILURE OF YOUR ACKNOWLEDGMENT, TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERS, PRIOR TO OR ON THE DATE AND HOUR SPECIFIED, MAY RESULT IN REJECTION OF YOUR OFFER. (7)Nothing follows.
